Do you want to drive a comprehensive development and change initiative in a complex and socially critical operation? We are looking for a senior consultant for a strategic management support assignment where you will have the opportunity to influence governance, organization, and development at the highest level.

This assignment is for you if you have extensive experience in leadership within politically governed organizations and thrive in the role of strategic advisor, change leader, and sounding board for senior executives.

Your role is to serve as a qualified strategic management support in a large-scale change initiative related to procurement, tendering, and business development. You will work closely with the organization's leadership and play a central role in supporting the development of processes, organization, governance, and working methods. The assignment focuses on translating strategic decisions into concrete business development and creating conditions for long-term impact.

In this role, you will among other things:

• Act as a strategic sounding board for management functions and executives
• Support the development of governance, leadership, and organization
• Lead and support change and development initiatives
• Contribute to the development of central support and governance functions
• Work on issues related to culture, structure, roles, and responsibilities
• Support collaboration between different operations, management functions, and decision-makers
• Contribute to translating steering documents, policies, and strategies into practical business development

We are looking for you who are a highly experienced leader and strategic advisor with a solid background from the public sector. You have worked in leading positions within municipal or regional operations and are accustomed to driving development in complex, politically governed organizations.

To be relevant for the role, we see that you have:

• At least 10 years of current experience from leading positions within municipal or regional operations
• Experience as a department head, municipal director, regional director, or equivalent senior executive position
• Very good experience of governance and leadership in politically governed organizations
• Documented experience of strategic executive support at a high organizational level
• Experience of leading or developing central governance and support functions
• Experience of organizational development and change management
• Very good understanding of the interplay between politics, civil service leadership, and operations

It is meritorious if you have:

• Experience of similar strategic development assignments within the public sector
• Previous experience from procurement, purchasing, or support functions
• Good knowledge of the current region or experience working in similar municipal organizations

You have high integrity, an unpretentious approach, and the ability to build trusting relationships at all levels of the organization. You thrive in change environments and are adept at translating strategic goals into concrete improvements and sustainable results.

• Start: September 2026
• Scope: Approximately 50% of full-time, with potential to increase to 75%
• Location: Lund
• Duration: Initially until February 2027, with possibility of extension
