You will step into a comprehensive change initiative where procurement and tendering are to take the next step from built structures to clear impact in everyday operations. The assignment involves strengthening a central support function in a politically governed organization, with a focus on strategic governance, trust-based leadership, and improved interaction between management, operations, and support functions.

You will serve as a close strategic advisor to the Head of Procurement in an environment where the business has grown rapidly and where the current need is to create a common direction, clearer priorities, and a more cohesive implementation. Here, you will contribute to issues concerning both structure, culture, roles, and responsibilities, while helping to translate policy documents and ambitions into concrete working methods. This is a role for you who wants to influence how a central function develops long-term in a complex municipal organization.

• You act as a close strategic sounding board for the Head of Procurement on matters concerning governance, leadership, and business development.
• You drive and support the shift towards a more strategic, coordinated, and efficient working method within procurement and tendering.
• You contribute to the development of the procurement business as a central support function, both process-wise and within the line.
• You guide leadership and organizational development with a focus on structure, culture, roles, and responsibilities.
• You support prioritization within change management and strategic choices during the startup phase.
• You strengthen collaboration between the procurement function, municipal management, departments, other support functions, and responsible politicians.
• You help translate governance models, policies, and other regulatory documents into concrete development of processes and working methods.
• You provide executive support in complex organizational issues where the interplay between politics, civil service leadership, and operations is crucial.
• You must be able to work on-site at least half of the time.

• Very good experience of governance and leadership in a politically governed organization.
• At least 10 years of current experience from leading positions in municipal operations.
• Personal experience of having been a department head, municipal director, regional director, or equivalent senior executive position in municipal or regional operations.
• Experience of strategic executive support at a high organizational level.
• Documented experience of leading or developing central governance and support functions.
• Experience of organizational development and change management.
• Very good understanding of the interplay between politics, civil service leadership, and operations.

• Experience in similar assignments and very good knowledge of the current municipal organization.
