Job Description
We are currently strengthening our employer unit with an additional employment law lawyer who will work closely with our existing employment law lawyer, our negotiators, and other HR specialists on the HR department. Together, you will provide specialist competence and support to the City of Malmö in complex employer issues, working towards a legally secure, uniform, and operationally supportive application of employment law.
The role involves working city-wide with a holistic perspective, both strategically and operationally, in an activity where law is an important part of developing the municipality's employer work.
You will, among other things:
- provide qualified legal support and advice on employment law matters, primarily to the city's HR organization,
- independently handle complex employment law cases,
- represent the city in employment law disputes,
- draft legal opinions, decision materials, and legal investigations,
- prepare and present cases to the city's employer committee,
- contribute to the development of steering documents, guidelines, and routines,
- follow developments in the external environment regarding, for example, legislative changes, directives, and investigations within the field of employment law,
- collaborate with trade unions and other internal functions,
- contribute to development and learning by, if necessary, conducting training and providing support in the interpretation and application of employment law and collective agreements.
Qualifications
We are looking for you who have:
- a law degree from a Swedish university or another equally validated legal degree,
- at least four years of experience in qualified employment law work, preferably within a municipality or region,
- experience in independently handling complex legal cases,
- experience in writing legal opinions, investigations, and decision materials,
- very good ability to express yourself clearly and legally correctly in Swedish, both orally and in writing.
You have broad legal competence with particularly good knowledge within employment law, including the application of central and local collective agreements as well as legislation within the entire field of employment law. It is meritorious if you have experience in handling employment law cases in court.

To succeed in the role, you are analytical and have good problem-solving skills. You can quickly immerse yourself in complex issues, make well-balanced legal assessments, and translate them into practical and operationally adapted advice.
You work independently, take responsibility for your tasks, and drive your processes forward in a structured manner. At the same time, you have good judgment and the ability to weigh together legal, operational, and strategic perspectives in your work.
About the Workplace
The HR department at the City Office is responsible for policy, strategy, and development issues, follow-up, and evaluation within the HR and employer area for the City of Malmö as a whole. We are responsible for system support within HR, prepare cases for the Municipal Executive Board and its employer committee, and are responsible for municipal central collaboration. In cooperation with the administrations, we drive development within the city's common working methods and politically decided HR processes.
The City Office directs, challenges, and strengthens the development potential in the organization, the city, and the region. We are the administration of the Municipal Executive Board and work with a holistic perspective close to the city's leadership. The City Office consists of seven different departments and has a total of approximately 300 employees. Our departments work within a broad spectrum of areas, and the administration has many employees with high specialist competence.
