Assignment Specification
Background
Region Stockholm has the overall responsibility for ensuring that everyone living in or visiting the region has access to a well-developed, accessible, and reliable public transport system. The mandate of the Transport Administration (TF) includes preparing and implementing decisions regarding the direction and scope of a long-term sustainable public transport system.
Organization and Control
The Section for Business Control of Infrastructure and Investment consists of 14 business controllers and 6 project controllers who support the Transport Administration's technology and investment department.
This entails:
- Planning (budget, forecasts, and business plan)
- Follow-up (analysis of results and business monitoring)
- Steering (strategic map, goals, indicators, risk)
- Control (second line of defense) of the Transport Administration's ongoing operations and investment objects
The assignment will be positioned within the Investment Projects (IP) department, which drives larger projects and is divided into five sections:
- Local Railways
- Local Trams
- Buses, Commuter Rail, Interchange Points & Sea
- Metro
- System Design & Project Support
The sections are responsible for executing a large number of projects, both small and large, across different modes of transport.
Description of the Assignment
As a Project Controller, you will work with financial planning and follow-up of several projects within the Investment Projects (IP) department.
This involves being responsible for the planning and execution of various ongoing financial-related tasks, as well as delivering follow-up, analysis, and reporting according to schedule.
Responsibilities
The responsibilities include, but are not limited to:
Plan and Structure
- Based on decided processes and guidelines, plan and structure the financial work in an efficient manner.
- Be responsible for the development and maintenance of structures, processes, and routines (clarifying responsibilities, processes, frequency).
Execute
- Be responsible for continuous updating and quality assurance of forecasts and results.
- Participate in and, in some cases, lead financial-related meetings, e.g., forecast meetings.
- Prepare invoices, for example to municipalities and utility owners, and handle co-financing.
- Assist project managers in preparing documentation for accounting entries.
- Handle capitalization of projects according to the K3 regulations.
- Prepare documentation for decommissioning and cost allocations.
- Provide documentation and be responsible for the follow-up of co-financing, such as state grants and external partners.
Follow-up and Reporting
- Follow-up of result transactions.
- Monitor agreements and flag any deviations.
Software used by the finance team, in addition to the Office package, includes Agresso, Hypergene, Avima, and Antura.
Your contacts, in addition to the section's internal organization, may include project managers, project director at the Investment Projects Department, as well as project engineers, contractors, and suppliers.
Location
The assignment currently allows for both remote work and on-site work at Kungsholmen in Stockholm, or alternatively at the project office. Days and times for this are determined based on organizational needs and with the client's approval.
Requirements
Essential Qualifications
- The consultant must have at least 3 years of higher education or equivalent in business administration.
- At least 8 years of professional experience within accounting and/or controlling (experience with budgeting, forecasting, follow-up, etc.).
- The consultant must have at least three (3) years of documented experience as a Controller, including responsibility for financial planning and follow-up of infrastructure and construction projects.
- At least one (1) year of professional experience working in financial management or project follow-up systems (e.g., Hypergene, Antura, Avima, Primavera, or equivalent). Experience must include planning, follow-up, and reporting of project budgets and forecasts within the framework of project control.
Preferred Qualifications
- At least three (3) years of documented experience working in a project-based manner, with responsibility for a project portfolio with a total budget of at least 100 million SEK.
- Experience working with contracts in collaborative forms or on a cost-plus basis from at least one (1) previous assignment.
