We are looking for a Property Manager for a government agency within the transport sector. This is a consultancy assignment. The location is Stockholm.
The position is full-time.
The assignment involves close collaboration with the client, which places high demands on flexibility and teamwork.
The Assignment
The Property Manager will work on stakeholder dialogue (together with the person responsible for the railway plan) and drafting agreements in preparation for the upcoming construction phase. Agreements that may become relevant include agreements forming the basis for property formation, land release agreements, implementation agreements, and other agreements with affected property owners. It may also become relevant to assist other departments as a Property Manager within the Management for Expanded Subway if the need arises. Together with the Property Coordinator, the Property Manager will drive land access issues in the formal processes, ensure formal handling, and negotiate the agreements required for the project's implementation. Close collaboration is expected with the Property Coordinator, other Property Managers, and other roles within the project responsible for the planning process, environmental assessment process, design, and implementation. The consultant will quality-assure formal documents, draft agreements, etc., and be part of the project organization within the management, contributing to driving the work forward.
Responsibilities
- Stakeholder dialogue (together with the person responsible for the railway plan).

- Implementation agreements.
- Other agreements with affected property owners.
- Assist other departments as a Property Manager within the Management for Expanded Subway if the need arises.
- Drive land access issues in the formal processes together with the Property Coordinator.
- Ensure formal handling and negotiate the agreements required for the project's implementation.
- Collaborate with the Property Coordinator, other Property Managers, and other roles within the project responsible for the planning process, environmental assessment process, design, and implementation.
- Quality assurance of formal documents, drafting of agreements, etc.
- Contribute to driving the work forward.
Requirements (OBS, mandatory)
Fluent Swedish in speech and writing.
Civil Engineer with a focus on Land Surveying or Urban Planning, Lawyer with a focus on Property Law, or other equivalent education of at least 3 years (in addition to requirements below).
At least 8 years of work experience in independently driving negotiations and drafting land access agreements (e.g., usage right agreements, lease agreements, or pipeline agreements with pipeline owners) in infrastructure projects (road or railway).
At least 6 years of work experience in negotiating and drafting implementation agreements in large, complex development or infrastructure projects (at least 2 different projects in a metropolitan area). Since the assignment in this large project requires a good understanding of coordination and anchoring in a large organization, "large complex projects" refers to an investment budget of over 3 billion SEK.
Merits
At least 5 years of experience working with land access and agreement issues in at least two infrastructure projects in a metropolitan area.
Knowledge and experience of property formation regarding infrastructure.
Knowledge and experience of land access in properties granted with usage rights such as lease and rent from at least 3 individual negotiations.
