Job Description

Welcome to a dynamic and development-oriented department, focused on sustainable and qualified HR work! We are now looking for a Unit Manager for the Business-Related HR Support Unit, within the HR Department, Employment and Social Administration, City of Malmö.

As the Unit Manager for the business-related HR unit, you will have a central and strategically important role in the Employment and Social Administration. The unit is responsible for business-related HR support and HR partnership within the administration, and consists of approximately ten HR consultants who together deliver qualified, proactive, and supportive HR work to the administration's managers.

You, together with your employees, are responsible for the operational, daily HR work in the administration. The unit ensures that the work is carried out in accordance with the city's HR processes, laws, agreements, and the HR department's mandate. This includes, among other things, responsibility for union cooperation, labor law matters, negotiations, occupational health and safety issues, job adaptation, salary and wage formation, as well as working time issues.

Together with your employees, you drive the development of HR processes based on research, professional expertise, and a project-oriented approach. You continuously follow up on the work within the unit, both at the individual and unit level, and actively work on developing methods, guidelines, and routines within the operational HR area based on the administration's needs. Investigation work may also occur in the assignment.

As a unit manager, you follow developments within your area of responsibility, both within and outside the city, and communicate relevant changes and insights to the HR leadership group and your employees. You have responsibility for operations, occupational health and safety, economy, and personnel, and lead and organize the work within the unit to create an operation as efficient and sustainable as possible.

Together with the HR Director and fellow unit managers, you lead the HR department and contribute to a joint, sustainable, and qualified HR work for the entire administration. The assignment also includes staff- and department-wide cooperation to ensure the best and most coordinated support possible for the administration's operations.

Qualifications

We are looking for you who have a relevant university or college education of at least 180 higher education credits, with a focus on HR/PA or other education that the employer considers equivalent.

We see that you have several years of experience as an HR consultant or HR partner, as well as several years of experience working with and high competence in labor law matters and negotiations. If you have experience working as a manager in a similar role, it is meritorious.

If you also have experience in change management and group development, we see it as a big plus. Also, familiarity with working in project form with clear schedules and deliverables is meritorious. Furthermore, project management training and leadership training are meritorious. The role requires that you have very good knowledge of Swedish, both in speech and writing.

We are looking for a secure and engaged manager who creates participation and motivates their employees towards common goals. You have a strong ability to collaborate and build good relationships through a listening and communicative approach. As a person, you are stable and flexible, with good self-insight and the ability to adapt to changed conditions.

You take responsibility and have the ability to structure and plan your daily work and larger processes and deliver based on set deadlines, both independently and in a group.

To succeed in the role, we see that you need to have a strategic and operation-wide perspective, with the ability to see the whole picture and make decisions that benefit the organization in the long term.

About the Workplace

The HR Department at the Employment and Social Administration consists in total of approximately 35 employees who offer qualified HR support to the administration's managers, of which the unit for business-related HR support consists of approximately ten employees.
