The County Administrative Board is a driving force for a sustainable society. We work together with authorities, municipalities, businesses, and other actors with a focus on Västra Götaland County and its 1.7 million inhabitants. The County Administrative Board has a broad range of activities and plays a very important role in several areas of society. This includes, not least, the highly current challenges of regional growth, implementing the green transition, developing civil defence, and nurturing democracy.
The County Administrative Board is a regional state authority with approximately 1,000 pleasant and competent employees. We have operations in several locations in Västra Götaland, as well as elsewhere in Sweden, as we are responsible for the IT operations for all County Administrative Boards.
About the Job
Are you attracted to working with supervision and guidance within security protection? Do you have a good understanding of security protection legislation and experience of supervision within state or other public operations? Are you also skilled at translating legislation into practice and enjoy contributing to the development of supervisory activities? Then you might be our new case officer for security protection supervision!
As a case officer for security protection at the County Administrative Board, you will have an important role in reviewing and guiding operators who have us as their supervisory authority. Here, together with dedicated colleagues in a tight-knit team, you will have the opportunity to influence security protection work, in a role that combines analysis, advisory services, and the development of practice.
You will both conduct supervision and guide operators. The workday mainly consists of making assessments based on security protection legislation, writing decisions and other documentation, and proposing measures. Supervisory activities take place both in writing and on-site at the operator's premises. You have great freedom to handle your own cases, and we encourage all employees to contribute to developing operations and our methods.
Within the supervisory activities, there is active development of legal practice, and in this work, you will be able to influence and shape future interpretations of the legislation. The work is carried out both individually and together with others in the unit.
You and your colleagues also handle other cases within security protection legislation. You need to continuously monitor and handle the cases and questions that come to the working group, as well as take care of other tasks within the area of operations based on your competence and experience.
In addition to internal cooperation at the County Administrative Board, there is also collaboration with external actors at local, regional, and national levels.
The tasks require a high level of security and secrecy awareness, as well as good judgment and integrity. The role involves qualified authority exercise and therefore places high demands on your ability to communicate professionally and correctly.
Your main tasks are:
- Plan and conduct supervision
- Guide operators
- Participate in consultation processes
- Write decisions after consultation with colleagues and management
- Identify connections and draw conclusions, both based on what is stated and what is not explicitly stated in the documentation, and investigate certain questions further. This work is done in close collaboration with your colleagues within the unit and other persons at the authority.
About Us
The County Administrative Board is the supervisory authority for security protection in four counties: Västra Götaland, Halland, Jönköping, and Östergötland. The Unit for Control of Civil Protection is responsible for supervising authorities, regions, municipalities, and individual operators to ensure they follow the Security Protection Act, the Security Protection Ordinance, and associated regulations. In case of deficiencies, the County Administrative Board can decide on injunctions and penalty fees. The assignment also includes guiding operators in the area. We always develop our operations, so you need to be open to the possibility that your tasks may change over time.
Location: Gothenburg
Travel within the country occurs. We use public transport or rental cars for business travel.
We offer flexible working hours and some possibility to work remotely if the operations allow.

You have:
- Relevant academic education at least at bachelor's level or other education that the employer assesses as equivalent
- Experience of qualified security protection work
- Good knowledge of applicable laws, ordinances, and regulations, including public access and secrecy legislation and the Administrative Procedure Act
- Good ability to translate legislation into daily operations
- Very good ability to communicate professionally and correctly in speech and writing.
We would like you to have:
- Practical experience of supervisory work
- Relevant work experience from a state authority, for example in areas such as supervision, case handling, or investigation
- Category B driver's license
