The County Administrative Board is a driving force for a sustainable society. We work together with authorities, municipalities, businesses, and other actors with a focus on Västra Götaland County and its 1.7 million inhabitants. The County Administrative Board has a broad scope of operations and plays a very important role in several societal areas. This applies especially to the highly current challenges of regional growth, implementing the green transition, developing civil defence, and nurturing democracy.

The County Administrative Board is a regional state authority with approximately 1,000 pleasant and competent employees. We operate in several locations in Västra Götaland, as well as elsewhere in Sweden, as we are responsible for the IT operations for all County Administrative Boards.

About the Job

The County Administrative Board is a preparedness authority, and we work intensively to enhance our capabilities and readiness within civil defence.

For the HR unit, this involves, among other things, ensuring that the authority has the competencies and staffing required during heightened readiness, guiding and supporting managers and other responsible parties regarding employment law issues during heightened readiness, crisis management, and work environment matters.

The role also includes general executive support in other areas such as work environment and rehabilitation, as well as recruitment, for example.

You will provide qualified advice on employment law issues, particularly related to preparedness and civil defence. You will prepare decision materials, policy documents, and participate in responding to official consultations.

You will also participate in networks and cross-sectoral working groups within the field of civil defence and preparedness.

Your main tasks include:

  • general executive support
  • coordinating, developing, and personally executing parts of the HR unit's support for the authority's work on civil defence, for example regarding employment law, staffing of the war organization, competencies, and training.
  • supporting and developing the HR unit's business continuity management and the HR department's working methods during crisis and war.

You will help develop our capabilities in civil defence and preparedness, as well as in all other HR processes. The HR unit consists of approximately 15 employees and is one of several support functions within the Division for Operational Support. Other support functions include finance, procurement, communications, operational development, and office services. Together, we aim to contribute to and create the conditions for meeting our assignments and achieving our goals across all operations of the County Administrative Board.

We are constantly developing our operations, so you need to be open to the possibility that your tasks may change over time.

About You

We are looking for someone who is curious and eager to develop. You have a strong interest in developing and contributing to civil defence. You are good at planning, executing, and completing your processes. You have a structured approach that provides good conditions for you and your colleagues to complete what you start.

When conditions change, you see it as a positive challenge to find new ways to solve assignments. Although you are good at driving your own processes, you also enjoy collaborating with others. You do this by being curious about others' perspectives, listening, and communicating in a smooth and constructive manner.

As a person, you are calm and secure, making people around you feel comfortable. You have the ability to offer alternative perspectives, be clear, and set boundaries when necessary, doing so in a way that makes others listen to you.

Personal qualities are important to us, and we consider it natural that you act based on The Public Sector Values (Statskontoret) and contribute to a good work climate.

In addition to personal qualities, we require:

  • a university degree with a focus on HR or another similar university degree with comparable content
  • a few years of experience in qualified HR work, including executive support
  • the ability to read and interpret legal texts and be well-versed in employment legislation

We would prefer that you have:

  • experience or knowledge in total defence planning, crisis preparedness, or civil defence
  • understanding of authority operations and the role of state employees
  • shorter courses in business continuity management, staff methods, crisis management, or similar areas
