Statens institutionsstyrelse (SiS) is a government agency responsible for providing individually tailored compulsory care for young people with complex psychosocial issues and for adults with substance abuse problems. SiS also operates secure youth care facilities. We operate youth homes and homes for adults with substance abuse issues across the country. At SiS, your career becomes an exciting challenge. Regardless of where you work within our organization or what role you hold, you help create life-changing change.

At our headquarters in Solna Business Park, we have approximately 500 employees, and together we work to support and develop the agency, which has around 5,000 employees in total.

Job Description

Do you want to drive the digitalization of Statens institutionsstyrelse? The agency is currently undergoing an intensive and exciting development phase where digitalization plays a key role.

As a Business Developer in the IT Planning Section of the IT and Digitalization Department, you will support the organization in its digitalization efforts. Together with colleagues, you will identify and map processes and routines that can be optimized using technology and digital tools. This involves creating and leading networks, conducting feasibility studies, and managing projects from concept to final delivery. You will also contribute to developing methods, guidelines, and collaboration models for digitalization work.

The department has a broad mandate, so you will also have the opportunity to lead smaller projects, conduct procurements, manage supplier relationships, and handle contracts.

The IT and Digitalization Department consists of approximately 80 employees and holds national and cohesive responsibility for the agency's digital and technical development and management. The department provides secure, accessible, and cost-effective digital solutions. Additionally, it offers professional services that support and relieve the operational units, allowing them to focus on their core mission. The department represents the agency in eSam (the Swedish eGovernment collaboration program) and coordinates internal and external development activities.

The position is located in the IT Planning Section, one of three sections within the department, and you will report to the Section Manager.

Qualifications

We are looking for someone who has:

  • An academic degree in a relevant field for the position.
  • Several years of professional experience in successfully driving business development with a focus on digitalization in a complex organization with a wide geographical spread.
  • Experience in mapping processes, routines, risks, and needs in close collaboration with operations.
  • Experience in conducting feasibility studies and investigations to ensure that digital solutions meet real needs.
  • Experience facilitating workshops and meetings.
  • Excellent communication skills in Swedish, both verbal and written.

The following are considered meritorious:

  • Education in methods and models for business development, such as service design.
  • Education in project management.
  • Experience working in the public sector.
  • Experience with public procurement, supplier contacts, and contract management.
  • Knowledge of the eSam collaboration program.

To succeed in this role, you need to be an experienced business developer with strong leadership skills. You have a clear focus on operations and are driven by developing the business using technology and digital tools. You promote good collaboration both internally and externally. You are communicative and create dialogue, involvement, and engagement.

As a person, you are engaged and driven, with a genuine focus on operations and a desire to simplify existing processes and develop new ones. You are structured and resilient, as the work requires the ability to understand, analyze, and prioritize complex issues.

The position requires good text handling skills, and you must be trustworthy and clear in your communication style. You are accustomed to driving work in progress and change, and you thrive working both independently and in teams.

We place great emphasis on personal suitability.

At SiS, we value good employee relations. This means that as an employee, you take responsibility for your work, contribute to development, and participate in good collaboration.
