Duty Officer at Fyrbodal Rescue Service

Would you like to take on a strategically important role in a rescue command system where you lead, coordinate, and develop the ongoing operations of the rescue service? Fyrbodal Rescue Service is now looking for three Duty Officers who want to take responsibility for the entirety of our rescue command system and ensure that society's need for help is met efficiently.

About the Role

As a Duty Officer, you will work within a rescue command system covering several rescue service organizations, stretching from Mellerud in the north to Laholm in the south. The rescue command system consists of three control centers located in Trollhättan, Borås, and Halmstad. You will work on an overarching level for the entire rescue command system but will be employed by Fyrbodal Rescue Service and based in Trollhättan. Three dispatch and command officers work simultaneously within the command system, one in each control center.

In our new rescue command system, you play a key role during operational shifts with overall responsibility for maintaining ongoing operations. Additionally, you will work daytime tasks focused on development and operational leadership. Since we are in a phase of construction and development, there are many different areas to work on to develop into the robust rescue command system we aim to be. The design of daytime tasks is determined together with the steering group, your direct manager, and based on your personal competence and career interests.

Your Responsibilities

  • Role as Operations Manager: You continuously monitor the external environment and adapt operations based on current conditions, events, and risk profiles. You are attentive to situations that may affect the need for action and act in collaboration with other actors.
  • Operational Leadership: The function leads and coordinates the work of dispatch and command officers and ensures overall that ongoing rescue operations have the right resources and capabilities. The overarching leadership also has authority over other command functions (regional incident commander, incident commander, strength leader, and group leader), where you play a central role in creating structure, coordination, and direction.
  • Readiness and Resources: An important part of the assignment is to ensure that the system's resources are used and distributed in a way that considers readiness for new events—regarding personnel, vehicles, and operational capability—in line with the action programs of the participating rescue services.
  • Support to Management: You work within the frameworks established by the Chief Fire Officer and/or the Duty Chief Fire Officer through steering documents and guidelines. You also assist the Duty Chief Fire Officer through, among other things, environmental scanning and the preparation of decision-making materials.

Qualifications

Education and Experience:

To be considered for the position, you must have completed basic training as a firefighter or fire engineer, as well as one of the following courses with a passing grade (or another course assessed as equivalent):

  • Command Course Lk2a, or
  • Advanced Course for Fire Engineers (RUB)

Requirement: Experience in operational command functions within overarching and/or near-incident-site command.

Requirement: Category B driver's license.

Skills and Competencies:

  • In-depth knowledge of LSO (Swedish Rescue Services Act), occupational safety legislation, the command process, decision domains, as well as ELS and the framework "Common Grounds".
  • Good knowledge in risk analysis, resource prioritization, environmental analysis, situation assessment, and coordination methodology.
  • Knowledge of joint actor collaboration and legislation related to collaborating actors.
  • Ability in media and crisis communication, as well as understanding of tactics, method selection, incident command, and risk assessment in an operational environment.
  • Ability to lead ongoing operations under time pressure, communicate decisions quickly and clearly, and create a holistic view in complex situations.
  • You are expected to act actively and flexibly based on changed conditions. You can work within new frameworks and independently identify and propose needs for changes in working methods and governance.

About the Workplace

Fyrbodal Rescue Service is currently embarking on an exciting journey to create a new joint rescue command system together with the command systems of Southern Halland and Älvsborg. The new system will stretch from Mellerud in the north to Laholm in the south. The control center in Fyrbodal will move into new, modern premises adjacent to the fire station in Trollhättan by the end of 2027.

Other Information

The position may be subject to a security check, which implies requirements for Swedish citizenship and register control. The position also involves war-time placement and requirements for a passed health, alcohol, and drug test. Working hours are scheduled across both day and night shifts, including night on-call duties. Employment is regulated according to the collective agreement "General Provisions" (AB).
