Developer for the Quality Unit – Borlänge Municipality

The Quality Unit is a newly established department that is part of the Municipal Director's Office. In addition to the Quality Unit, the Municipal Director's Office includes the HR Department, the Finance Department, as well as Business and Communications. The Quality Unit is led by the Quality Manager and consists of five employees who together coordinate the municipality's strategic quality work. The unit is responsible for creating the conditions for systematic and effective quality work throughout the organization. We do this by providing qualified support to the municipality's managers and elected officials.

Together with the Finance Department, the unit is responsible for coordinating and developing processes related to goal management, committee plans, and operational plans. The unit is also responsible for the municipality's internal control work and leads the work on implementing a municipality-wide management system.

Job Responsibilities

In the role of Developer at the Quality Unit, you have a central role in the municipality's development and quality work. You work closely with department managers, department leadership, and elected officials. In this way, you provide support, structure, and coordination on issues that are important for the entire organization.

We deliver coordinated and professional support to the departments. This includes:

  • Identifying, planning, driving, and implementing each department's need for strategic development together with the department leadership.
  • Supporting the department and the committee in strategic quality work.
  • Ensuring the overall picture in the municipality-wide planning process, including through goal monitoring at a high level.
  • Being responsible for the process regarding committee plans together with department controllers, from creation to monitoring and reporting back to the committees.
  • Supporting operations in developing operational plans.
  • Leading the work on the committee's internal control and ensuring that processes and monitoring function effectively and maintain high quality.
  • Preparing decision-making materials as needed, such as investigations, reports, and official memos.
  • Otherwise functioning as management support and sometimes representing the department in various processes.

You actively participate in various forums where you coordinate and prepare cases, both at the department and committee levels. The issues vary between being municipality-wide and department-specific, which means you will gain a broad network and collaborate with several operations within the municipality.

The work is varied and development-oriented. You are expected to drive processes and issues both independently and together with other roles and functions. The role requires that you can handle multiple processes simultaneously, sometimes at a high pace, and that you thrive in an environment where development and improvement are in focus.

One of the unit's central tasks in the coming time is the launch and implementation of a municipality-wide management system. In this context, each developer leads the work towards their respective department and is part of the project's working group.

Qualifications

Basic requirements for the position:

  • University or college degree in social sciences, economics, law, or another relevant field.
  • Experience working in public sector operations.
  • Good experience in producing qualified decision-making materials, investigations, reports, analyses, and similar.
  • Very good oral and written skills in Swedish.

It is meritorious if you also have:

  • Experience working closely with management providing qualified management support.
  • Experience preparing and presenting cases for various recipients, preferably department leadership and elected officials.
  • Experience leading development and improvement work, such as team leadership or project management.
  • Experience with Hypergene, or alternatively other system support for management systems.

Salary: Monthly salary.
Employment type: Permanent position.
Duration: Permanent.
Working hours: Daytime.
