The City Management Office is the administration of the municipal executive board. We are responsible for governance, monitoring, and development of the city's operations based on the vision and budget set by the municipal council. We are over 350 employees primarily working with strategic issues that are of great importance to the city's operations.

Welcome to us

The Development and HR Department is responsible for coordinating work on development, quality, and innovation, as well as leading and developing the city's joint work on employer issues.

This includes the city's personnel strategic work and thereby contributes to developing Stockholm as an attractive employer.

Within the department, there are 9 units under the department's areas of responsibility, and this assignment is located within the HR staff.

The HR staff provides internal HR support to the managers at the City Management Office in their employer role. The HR staff's assignment also includes responsibility for strategic subject areas and city-wide investigations and budget assignments. The unit is also responsible for the department's case management and administrative support.

Your role

As an HR consultant, you will have a cross-administrative, driving role with the task of providing ongoing tactical and operational HR support to the managers of the administration. You will work closely with the operations and provide support to managers in areas such as talent acquisition, work environment, rehabilitation, salary review, employment conditions, and labor law. You will also have some contact with elected representatives and secretaries in party offices.

You will work consultatively and independently in processes and with individual cases. You will plan and implement various information and training initiatives for the administration's managers. In addition to your consultative role, you will be an employer representative and contribute to good collaboration with managers, operations, and trade unions.

Your competence and experience

  • Higher education with an HR focus or other equivalent higher education.
  • Experience of HR work within a politically governed organization.
  • Good system familiarity and proficient user of MS Office.
  • Good ability to express yourself in speech and writing.

We are looking for someone who is self-driven and confident in your skills. You take responsibility for your assignments, drive processes forward in a structured way, and have the ability to independently prioritize in a changing everyday life.

You are proactive and take initiative in your work. You identify areas for development, suggest improvements, and translate ideas into practical actions that create value for the operations.

With good judgment, you make well-founded assessments, even in complex situations, and act professionally in both advisory and operational contexts.

Furthermore, you have pedagogical insight and can clearly and credibly convey HR-related messages to managers and employees. You adapt your communication to the recipient and situation.

You have good collaboration skills that build natural, long-term relationships. At the same time, you have a holistic view and understand how HR work contributes to the development of the operations.
