What does the job entail?

This position primarily supports the social administration, which is organized into four units: the economy and labor market unit, the children and youth unit, the adult unit, and the staff unit, as well as 15 sections. As a controller in the controller unit, you work both strategically and operationally with financial management for the city's various administrations. You play a key role in coordinating budget work, follow-up, analysis, and reporting, and are an important support to the management, operational managers, and other economists and controllers in the organization.

The social administration works for two committees: the social committee and the joint family law committee for Solna, Ekerö, and Sundbyberg. The committees receive regular reports on the status of both finances and operations and decide on the operational plan and budget, in accordance with the city's annual cycle.

Solna is currently stepping up its efforts against welfare crime, and you will be a key person in the development and work to strengthen control within the social committee's area. The city has a zero-tolerance policy against benefit fraud and other forms of abuse of welfare systems.

Your responsibilities include:

  • Coordinating and driving budget and forecasting processes
  • Coordinating the preparation of monthly, quarterly, and annual financial statements
  • Coordinating work with internal control and against welfare crime
  • Conducting qualified analyses and preparing decision-making materials
  • Monitoring key figures, quality, and resource usage
  • Supporting managers in operational planning and financial management
  • Contributing to the development of governance and management processes
  • Collaborating with the central finance department and other administrative controllers

Who are we looking for?

We are looking for someone who has:

  • A university degree in economics, public administration, or similar
  • At least three years of experience as a controller, preferably within a municipality or region
  • Experience in operational planning, follow-up, and analysis
  • Good understanding of welfare operations and their financial conditions
  • Excellent knowledge of the Office suite and experience with larger decision support systems

We consider it an advantage if you have experience in:

  • Working with internal control, contract follow-up, and supplier and personnel checks
  • Working in a politically governed organization
  • Operational management or coordinating roles
  • Areas of operation within social services.

You are analytical, structured, and have the ability to see the big picture. You enjoy working independently, but also in close collaboration with others. One of your strengths is presenting complex information in a pedagogical and audience-adapted manner. You are solution-focused, communicative, and have a genuine interest in contributing to societal benefit. You easily adapt to changing conditions and are flexible in your working methods. At the same time, you are goal- and results-oriented, with the ability to translate strategies into concrete actions and drive the work forward towards set goals.
