Municipalities and regions are the core of welfare. These are operations that affect millions of people every day. Our members have given us a clear mandate: Sweden should have the world's most innovative and caring welfare.
In the coming years, we face challenges that require courage, creativity, competence, and a willingness to change. We take with us what is good today as we create tomorrow's welfare. We meet change with development. We believe in you and your abilities.
RESPONSIBILITIES
The SKR section for economic analysis monitors, analyzes, and forecasts the economic development of the municipal sector and the economy as a whole. We analyze the efficiency of the sector, engage in advocacy work, and provide support to our members. Our forecasts and analyses are used as decision-making tools in municipalities and regions.
We are now looking for someone who wants to lead, develop, and manage SKR's project for resource allocation - the price tag model. The model is an advanced budgeting process used by nearly 100 municipalities today. The project supports participating municipalities in the implementation and use of the model. This involves organizing meetings and other activities, coordinating municipalities and internal functions, and developing methods and materials related to the model. This combines analytical work with clear operational support for the municipalities.
You are also expected to contribute in other ways within the accounting area. For example, through analyses and support related to municipal accounting and financial follow-up.
The role includes communicating economic analyses in a well-formulated and pedagogical manner, both orally and in writing. You will have many points of contact and collaborations, thus providing support to colleagues within SKR, members, and other stakeholders.
QUALIFICATIONS
We are looking for a sharp economist with a strong interest in society and an academic degree focused on financial management or accounting. You are used to analyzing large data sets and passionately translating economic analyses into practically useful materials.
We want you to have several years of experience in qualified work within the central financial function of a municipality, for example as a budget manager, financial manager, or senior controller at a municipal-wide level. You need to have very good knowledge of budgeting and planning processes, resource allocation, financial follow-up and analysis, as well as municipal accounting. In your previous roles, you have worked strategically with financial control models and decision-making materials for political and administrative leadership.
You need to have advanced skills in Excel and good knowledge of Word, PowerPoint, and one or more statistical programs/languages (e.g., R, SAS, Python). We also value knowledge in AI analysis tools.
We are looking for someone who is confident in their role and thrives in various situations. To succeed, you need to drive and develop your own and others' work forward and have very good communication skills. You need to both enjoy and be good at leading and collaborating in different contexts and constellations.
We place great emphasis on your personal qualities.
