The Swedish Civil Contingencies Agency (MSB) is the leading, guiding, and coordinating authority in civil defense. We ensure that society is prepared for crisis, heightened alert, and war.

We are looking for a Quality Manager who wants to contribute to the development of SWEN – Swedish Emergency Network, Sweden's new communication system for command and cooperation within total defense and civil preparedness. In this role, you will be a key person in ensuring the quality of the implementation and further development of SWEN, which enables robust and future-proof communication through 4G/5G technology. You lead and coordinate quality work at the program level to ensure that the solutions introduced meet high demands for availability and security.
Your responsibilities and tasks
As a Quality Manager, you have overall responsibility for quality assurance at the program level and for ensuring that a current and appropriate quality plan is in place. You ensure that governance, working methods, and routines are established, appropriate, and followed. This is to ensure that the solutions developed and introduced within SWEN meet high demands for availability, robustness, and security.
You work cross-functionally across the program, coordinating quality work across several projects, deliveries, and external suppliers who together build up SWEN.
Your knowledge and competencies
We are looking for you who have:
- Relevant higher education or working life experience that the employer assesses as equivalent.
- Good knowledge and experience of requirements specification, testing, and quality work in complex IT or telecom programs or larger portfolios, where several external suppliers and sub-projects collaborate.
- At least five years of professional experience in project or program management.
- Very good ability to express yourself in both Swedish and English, both orally and in writing.
It is meritorious if you have:
- Experience of complex delivery models with several external suppliers (multi-vendor/multi-supplier environments).
- Experience of working in regulated environments with high demands for availability, robustness, and security.
- Experience of Tetra, 4G, and 5G network functionality.

You plan, organize, and prioritize work efficiently and set and maintain timeframes. You work carefully and have a good awareness of goals and quality standards. You take overall responsibility for the quality of deliveries in complex environments and work methodically to ensure that requirements, processes, and working methods are coordinated, followed, and adhered to.
About the position
We offer you a permanent full-time position starting with a probationary period.
Your place of work will be Stockholm, and travel during employment will occur.
The majority of our positions involve placement in a security class. Swedish citizenship is usually required. In the event of placement in a security class, a security investigation with register check will be conducted prior to employment according to Chapter 3 of the Security Protection Act. Most employees at the Swedish Civil Contingencies Agency are war-placed.

The Section for Program Control and Development is responsible for the program control of the next generation of communication systems for vital actors. The task includes ensuring that development takes place in accordance with overall goals, procurement strategy, architecture principles, technical choices, and standards.
