Your responsibilities and tasks
We need to strengthen the section's work and are now looking for employees who can complement the team based on their experience and knowledge. The primary tasks involve participating in and leading the development of municipal rescue services' capabilities during heightened readiness. Our section leads and coordinates this important development work, which is currently in an intensive phase.
The tasks include developing and refining working methods and approaches, as well as monitoring and assessing the impact of measures taken in the area.
The work often has an investigative character where solutions to the challenges we face are not always obvious but must evolve through close dialogue and collaboration with others. The tasks require the ability to explain and describe complex phenomena in a pedagogical manner, both orally and in writing.
The role also involves working with implementation, government assignments, and handling of consultations. The work is primarily carried out in collaboration with colleagues both within the agency and in cooperation with other authorities and actors, but also includes independent work.
Your knowledge and competencies
You have the ability to see the big picture and can organize work in a purposeful manner. You need to be structured, have good communication skills, and be accustomed to working independently within complex projects. You take initiative, drive areas of responsibility forward independently, and are motivated by taking on challenges.
We are looking for someone who has:
- An academic education deemed relevant for the position, or other education deemed equivalent when combined with experience.
- Previous experience working in the public sector.
- Experience working in development and coordination processes, as well as independently driving investigative work.
The following are considered merits:
- Experience with municipal rescue services.
- Experience from work within crisis preparedness, civil preparedness, or total defense.
- Project management experience.
- Leadership training within municipal or state rescue services.

About the position
We offer you a permanent full-time position starting with a probationary period.
Your place of work will be Karlstad or Stockholm, and travel within the employment will occur.
Most of our positions involve security clearance. Swedish citizenship is usually required. In cases of security clearance, a security investigation with register check will be conducted prior to employment according to Chapter 3 of the Security Protection Act. Most employees at the Swedish Civil Contingencies Agency are mobilized for war.
About us
At the Section for Command and Rescue Services during heightened readiness, we currently have 15 employees distributed across offices in Karlstad and Stockholm. The section is led by a section manager.
The section has several different tasks. We are responsible for leading the work to develop municipal rescue services' ability to handle the additional tasks added in Chapter 8 of the Civil Protection Act (LSO) during heightened readiness, as well as ensuring an efficient wartime organization for conscripts in municipal rescue services.
We are responsible for leading and coordinating the development of command and command systems for municipal rescue service operations. We are also responsible for coordinating cooperation between rescue service authorities and other actors when handling accidents.
We conduct supervision over the County Administrative Boards' planning for taking over municipal rescue services, as well as supervision and control to ensure that commitments in the alert agreement between the state and SOS Alarm are met. The work also involves leading cooperation with other authorities that exercise supervision over state rescue services, creating a common view of supervision, and coordinating its different branches.
The section's work also includes supporting municipal rescue services in transitioning from RAKEL to the new technical command and communication system, SWEN. We serve as the national contact point for and lead the national council for the international satellite system COSPAS-SARSAT.
