The Swedish Civil Contingencies Agency carries out operations worldwide. The Section for Civil Support to Ukraine is responsible for the Agency's civilian support to Ukraine and surrounding countries. As a Project Manager with a focus on operational coordination, you will be a central part of the team in this section.
Your responsibilities and tasks
As a Project Manager with a focus on operational coordination, you have a cohesive and coordinating responsibility for operations within the civilian support to Ukraine. The current role is primarily focused on the Agency's operations in Ukraine and its neighboring countries. You are responsible for the overall planning, implementation, and follow-up of the section's operational activities in Ukraine. You are expected to ensure that the Agency's work is cohesive, consistent, and of high quality. You must ensure operational coordination, prioritization, leadership, lessons learned, and contribute to clear result-oriented management of the operations.
You have a coordinating responsibility, acting as both a sounding board and a coach to the project managers in the section, while distributing tasks and ensuring an even workload. You are expected to provide ongoing support and contribute to supporting and developing the project managers in the section. In this role, you are expected to be able to step in and support project managers in all phases of the operations, especially during the initiation of complex operations. You are also expected to ensure that the overall implementation of the operations is driven and followed up according to the guidelines set by the Agency, the funder, or partners.
In your role, you are expected to contribute to creating a good work climate within the team, which contributes to the positive development of the operations. You are expected to act proactively and represent the Agency in various external contexts, as well as contribute to the development of the Agency's operational missions. You will actively participate in the section's management group to develop and drive the work on improving operational activities and planning the daily work in the section.
Your knowledge and competencies
We are looking for you who have:
- Relevant academic education or equivalent knowledge deemed equivalent by the employer.
- Several years of experience in leadership positions.
- Several years of experience in internationally oriented operations, such as development cooperation, civil protection, humanitarian work, or international missions.
- Experience in operational and process development.
- Experience in initiating, developing, applying for, planning, leading, and following up on projects.
- Very good ability to express yourself orally and in writing in Swedish and English.
It is meritorious if you have:
- Experience working in or with Ukraine.
- Experience planning or conducting operations in an international context with medium or high security risks.
- Experience in any of the operational areas in which the Agency operates.

About the employment
We offer you a permanent full-time position starting with a probationary period.
Your place of work will be Karlstad or Stockholm, and travel within the employment will occur. Travel occurs regularly between operational sites, but also internationally. On-call duty may be included in the employment, which means working outside normal office hours.
Most of our positions involve placement in a security class. Swedish citizenship is usually required. In the event of placement in a security class, a security investigation with register check will be conducted before employment according to Chapter 3 of the Security Protection Act. Most employees at the Swedish Civil Contingencies Agency are war-placed.
About us
In the Section for Civil Support to Ukraine, we are about 20 employees, located in both Karlstad and Stockholm. The section is responsible for coordinating and organizing the Agency's support to and cooperation with Ukraine, as well as representing the Agency within Team Sweden's Ukraine Support. Furthermore, the section is responsible for facilitating and creating opportunities for the Agency and the Swedish readiness system to capture lessons learned and experiences from Ukraine for the Swedish civil defense.
