Description

The Unit for Finance and Procurement is part of the executive staff and has overall responsibility for driving, coordinating, developing, and providing support in the agency's processes related to finance, purchasing, and procurement.
We are now looking for a procurement specialist who wants to help strengthen the agency's procurement function. We are looking for you who take initiative, enjoy collaborating with others, and are eager to exchange knowledge with colleagues.
The Duty and Review Agency currently operates in five locations. This position is based in Karlstad. Travel to our other locations occurs.
Job Responsibilities
The tasks are varied; you will work both independently and in collaboration with colleagues and managers. Among other things, you will:
- Lead, plan, execute, and administer procurements and renewed competitive tenders from framework agreements in accordance with procurement legislation.
- Lead the requirements specification work from a procurement perspective, conduct environmental analyses, and follow up on contracts and suppliers during the ongoing contract period.
- Participate in the development and streamlining of existing processes and methods to create conditions for the agency to operate an efficient procurement and purchasing function.
- Provide advice, training, and support within the procurement area to strengthen competence throughout the agency and create engagement for strategic procurement issues.
Qualifications
The position requires that you have:
- Post-secondary education in purchasing/procurement, finance, law, or other education that the employer deems relevant for the position.
- Documented experience of independently conducting procurements according to the Public Procurement Act (LOU).
The following are meritorious:
- Knowledge of call-offs from state framework agreements.
- Experience with contract and supplier follow-up.
- Experience working in a project format.
- Experience working with strategic issues within the procurement area.
- Experience with security-cleared procurement.
- Experience conducting procurements according to LUFS.
We place great emphasis on your personal qualities. To succeed in the role, you have good communication skills in both spoken and written Swedish, as well as good pedagogical ability to understand the needs of the operations and be able to formulate these into requirements and contractual terms.
As a person, you are stable and service-oriented with very good collaboration skills. You plan, organize, and prioritize your work in an effective manner and adapt easily when circumstances change.
Conditions
We offer you a permanent full-time position starting with a probationary period. The location is Karlstad. Travel to other offices occurs. Start date by agreement.
Due to the nature of the operations, the work is performed primarily on-site, which we hope will contribute to a clearer division between work and leisure. You have the opportunity to train during working hours and, of course, receive a wellness allowance. We also offer parental benefit supplements and up to 35 days of vacation depending on your age.
The position is security-classified, and we therefore conduct a security investigation with register control according to the provisions of the Security Protection Act. The employment entails an obligation to be placed in wartime duties.

We at the Duty and Review Agency work to make Sweden safer. Our main task is to conscript, enroll in basic training, and register personnel in the wartime organization. We also conduct tests and assessments for other agencies, such as the Police and the Swedish Defence University. In short: we ensure that the right people end up in the right place in total defense.
