Our Operations

The Planning Unit is one of five units within the Community Development Department and plays a central role in shaping the municipality's long-term development. We work with development programs, detailed plans, and other urban development projects that create sustainable living environments and enable the municipality's growth and high environmental ambitions.

Our operations are characterized by close and cross-functional collaboration with other parts of the municipality. Together, we drive development forward with a holistic perspective on community building – from early stages to implementation.

We are currently 12 employees at the Planning Unit, working in project form where we combine different competencies to handle complex issues within planning, environment, and implementation. Our projects range from the development of existing areas to larger development projects where new housing, businesses, and infrastructure are planned and implemented.

Your Role

As a Communicator for our Community Development Department, you have a central and operational role in planning, coordinating, and executing communication for operations within planning, traffic, implementation, land and development, as well as structural planning. You work closely with managers, project managers, case handlers, and specialists. You contribute to making complex issues understandable, accessible, and engaging for different target groups. You produce support and instructions related to communication needs and coordinate efforts with the municipality's communication unit.

Your responsibilities include:

  • Planning, producing, and following up on communication efforts related to detailed plans, infrastructure projects, development processes, and strategic planning issues.
  • Creating, quality-assuring, and publishing content for web, social media, newsletters, press, and other information materials.
  • Supporting project managers and case handlers in communication matters throughout the project cycle, from early stages to implementation, and coordinating and developing dialogues with residents, businesses, and other stakeholders, for example through consultation and citizen meetings.
  • Providing strategic communication advice to managers and project managers, ensuring that communication follows legal requirements as well as the municipality's guidelines and graphic profile, being responsible for media contacts, and contributing to crisis communication.
  • Monitoring the external environment and contributing to the development of work methods and approaches within communication.

You have the mandate to prioritize and propose communication efforts in dialogue with managers and project managers, as well as to independently plan and execute activities within given frameworks for budget and time. The role also includes providing qualified recommendations in communication matters and influencing the choice of messages, channels, and work methods.

Your Experience

  • At least 5 years of professional experience as a communicator within municipal, regional, state, or private community building organizations.
  • An academic degree in communication, media, journalism, or other education that the employer deems equivalent.
  • Documented experience of strategic and operational communication work in complex organizations.
  • Very good ability to express yourself in Swedish, both verbally and in writing, as well as good knowledge of English.
  • Experience working with digital channels such as web publishing systems and social media.
  • Good knowledge of relevant legal requirements in the public sector, such as the principle of public access and what is expected according to the Planning and Building Act.

It is meritorious if you have:

  • Experience of communication related to physical planning, urban development, infrastructure, or development processes.
  • Experience of leading or coordinating dialogue processes with citizens and other stakeholders.
  • Experience of crisis communication and media management.
  • Knowledge in graphic production and work with visual tools.
  • Experience of working in a politically governed organization.
  • A valid driver's license (Category B).

Your Personal Qualities

We are looking for someone who can work independently, structured, and with good foresight. You can quickly familiarize yourself with complex community building issues and translate them into clear and target-group-adapted communication. You collaborate well and build good relationships both internally and externally, while being proactive, solution-oriented, and contributing to the development of communication. In the role, you are also expected to contribute to an open, clear, and accessible dialogue with residents and other stakeholders.
