Do you want to contribute to the Swedish intelligence reform?
Sveriges utrikes underrättelsetjänst (UND) is now being established as part of the reform. We are building a brand new agency that will contribute to strengthening the Swedish intelligence community.
We are looking for two HR Partners who will support the HR Director in building the HR organization and the support the department provides to the rest of the operations.
As an HR Partner, you will work broadly with issues concerning support to the operations' managers, talent acquisition, salary formation, and organizational change, among others. Initially, the focus will be on recruiting for the agency, as well as supporting the managers who join the operations and developing processes and policy documents in the area.
We are looking for you who have an academic degree in personnel/HR or other behavioral science education that the employer deems relevant. You have at least five years of experience in qualified HR work and are accustomed to working independently through the entire recruitment process, as well as experience working in recruitment systems. You also have experience being an HR Partner towards the operations, including manager support. You have also worked with salary formation issues.
You have good knowledge of labor law and terms of employment, as well as good knowledge of competency-based recruitment.
Experience of HR work in government operations is meritorious, as is experience in intelligence or security services.
As a person, you are secure, stable, and accommodating in your interactions. You are proactive and relationship-building, and have empathetic abilities. You have a flexible working style where you adapt easily to changed circumstances. Furthermore, you have a structured working method.
The position is a permanent employment. Initially, you will be employed in the implementation committee tasked with forming the agency. The position is subject to the necessary decisions being made. Probationary employment may apply.
Swedish citizenship is required for the position, and the post is security-classified. Security clearance will be conducted before a decision on employment is made.

About the Department
The Department for HR, Communication, and Service plays a central role in creating conditions for a stable agency with good leadership. The main focus is on recruitment and employer branding, concluding agreements, and developing policy documents and strategies within the HR and communication areas. Onboarding and competence development, manager support, leadership development, and salary administration are also prioritized areas. The department includes the communication unit, the salary unit, and the service unit.
Sveriges utrikes underrättelsetjänst (UND) is a new agency that will commence operations on January 1, 2027, and subsequently grow gradually.
UND will be a national intelligence resource that supports Swedish foreign, security, and defense policy in times of peace, crisis, and war. By detecting, identifying, and warning of external threats, the agency will promote Sweden's national security interests and the security of our allies. The agency's task is to support the government, the Government Offices, and other agencies.
The agency will be located in the Stockholm area.
