HR Administrator with Focus on Recruitment and Administration (Fixed-term)

Järfälla Municipality is an innovative and forward-looking municipality where employees are our most important asset. HR in Järfälla is organized both centrally in the municipality and with HR Teams in a few of the larger administrations.
We now need to strengthen our team for a limited period and are looking for an HR Administrator with a focus on administration and recruitment. The role is shared between two administrations, with the work split 50% within the HR Department of the Municipal Executive Office (a central HR function) and 50% within the HR and Competence Supply Department of the Education Administration.
This is a fixed-term position (parental leave substitute) starting 2026-08-01 and ending 2027-06-30.

Responsibilities
Within the Municipal Executive Office, you will work with HR administration, internal support, and coordination of recurring HR processes. The role involves structured and quality-oriented work where you contribute to ensuring efficient administrative routines and accessible, accurate HR information for the organization's managers and employees.
Responsibilities include, but are not limited to:
- Ongoing HR administration, including invoice processing and work in HR and support systems
- Coordination and publication of HR information via intranet, course portal, and information broadcasts
- Administrative support in HR processes, such as documentation, template management, and minute taking
- Internal service and practical support, including handling HR cases in Helpdesk and support during training and activities
You will also participate in the planning and execution of annual HR processes, for example regarding pensions, salary exchange, and applications for rehabilitation support.
Within the Education Administration, the role primarily covers recruitment and staffing (approx. 50%) with a focus on ensuring access to qualified substitutes. The work includes the entire recruitment process from phone screenings and interviews to reference checks, administration, contracts, and system registration. The role also includes ongoing support in staffing questions via phone, email, and the TimePool system.
You will also handle simpler personnel administrative matters such as system changes, sick leave, and questions related to employment.
Handle simpler administration via email, for example:

- Handling of sick leave and VAB (substitute care)
- Questions from substitutes regarding their employment, e.g., Winlas days, login, employer certificates, etc.
Qualifications
We are looking for you who have an academic degree from the Human Resources Management program or alternatively post-secondary education in HR/recruitment that the employer assesses as equivalent. We would like you to have a few years of work experience, preferably within recruitment, administration, and/or support functions.
Requirements
- Good system proficiency/digital competence and comfort using the telephone as a work tool
- Ability to work in a structured and independent manner
- Good communicative skills in Swedish, both spoken and written
Merits
- Experience in administrative work and/or customer support, preferably within HR or staffing or customer support
- Experience in recruitment
- Experience in educational administration or course portals
- Experience in public sector/schools
