The Swedish Armed Forces are seeking a senior, experienced, and driven analyst with expertise in financial analysis under conditions of high uncertainty and risk. The security situation and the requirements placed on the Swedish Armed Forces have changed significantly in recent years, against the backdrop of the global and regional security landscape. Long lead times within the Armed Forces' materiel supply further necessitate a decision-making basis for how future combat air capabilities should be designed to meet an uncertain external environment. As part of this, the Swedish Armed Forces are implementing the "Pathways for Combat Aircraft" program.

The "Pathways for Combat Aircraft" program aims to provide knowledge and build a decision-making basis for a choice regarding how combat aircraft supply will be secured after the JAS 39 Gripen. The program is based on the Armed Forces' operational needs and aims to reduce risks and maintain freedom of action for possible strategic choices ahead of the decision. The choice will affect the Armed Forces' design and prerequisites for decades and is associated with significant uncertainties due to long time horizons and difficulties in assessing external and technological developments. About the Unit and Role

You will be stationed at the Swedish Armed Forces Headquarters under the Director of Finance. Day-to-day work leadership will be conducted by the Strategy Unit of the Defence Staff.

You will work on analyzing and developing proposals for handling economic uncertainties and risks associated with long-term state commitments within the Pathways for Combat Aircraft program. The role of a qualified analyst involves contributing to the stability of the Swedish Armed Forces' and the state's financial engagement and ensuring that these are handled in a sustainable and efficient manner.

 

Main Responsibilities

  • Independently develop plans for analyses to be conducted in dialogue with relevant stakeholders
  • Gather factual data and conduct advanced analyses and assessments of uncertainties and risks associated with state costs and commitments over many decades to come
  • Develop and implement risk management strategies and models
  • Assess economic consequences of different scenarios for long-term investments and commitments
  • Contribute to decision-making basis for budget planning and financial control at the national level
  • Communicate analysis results and recommendations to decision-makers and other stakeholders
  • Collaborate with other authorities, organizations, and international counterparts to share knowledge and best practices

 

REQUIREMENTS

Qualifications

  • Current and relevant experience from the Swedish Armed Forces
  • Relevant academic degree in economics, finance, statistics, or another academic degree combined with relevant work experience deemed equivalent by the employer
  • At least 3-6 years of current and relevant work experience from working in complex projects involving financial analysis, financial risk management strategies, and preparation of decision-making basis in a larger organization, preferably a public authority
  • Current and relevant work experience from working with business models, risk models, and financial reporting
  • Current and relevant work experience in communicating complex financial issues
  • Knowledge of the public sector and state financial control
  • Very good knowledge of Swedish and English, both spoken and written

QUALIFICATIONS

  • Current and relevant work experience from working with state funds, major infrastructure projects, or other major public commitments/projects/programs
  • Current and relevant knowledge of national and international financial policy
  • Current and relevant work experience in project management or policy development within economics and finance
  • Current and relevant work experience from the defense sector or defense industry
  • Current and relevant work experience in public procurement
  • Experience in building, managing, and analyzing large datasets
  • Certification in risk analysis

The Chief of Defence and the Director General are located at the Headquarters. The Headquarters has approximately 1,000 employees – both professional officers and civilian experts. As of 2023-01-01, the Headquarters consists of the Defence Staff, the Operations Command, the Military Intelligence and Security Service, as well as the Headquarters Staff Department and independent oversight units.

An employment with us involves placement in a security classification. Swedish citizenship is usually required.
