Approximately 300 employees at the County Administrative Board work as the government's representative at the regional level. Our mission is to develop the county and to ensure that national political goals are implemented within the region. The Unit for Management and Operational Support is one of the County Administrative Board's seven units. Here, we work to support the county administration as well as other managers and employees with a wide range of issues. We work, among other things, with operational development and planning, finance, procurement, personnel issues, communication, security matters, case handling, and internal services. Experts in these fields work here who are happy to share their knowledge.

Description
Do you want to contribute to societal development by strengthening management, follow-up, and strategic decision-making in a public sector organization?
As an Operational Controller at the County Administrative Board's Unit for Management and Operational Support, you will have a central role in influencing and driving the authority's operational management and creating conditions for well-founded decisions of great significance to society.
You will collaborate with all units of the County Administrative Board and contribute to an efficient and purposeful operation by:
- Having a holistic view that allows you to see connections and identify areas for improvement.
- Working independently and structured to meet deadlines and ensure that various assignments are completed on time.
- Demonstrating a strong quality awareness in everything you do, which helps us maintain a high standard.
- Conducting clear and effective oral and written communication to ensure everyone is on the same page.
Responsibilities
As an Operational Controller, you work in close collaboration with the operation's managers and serve as a strategic and operational support. You support the managers with follow-up and operational planning and contribute to developing the operation's efficiency and quality through analysis and insights. The work is both supportive and proactive, alternating between strategic and more operational tasks, always with a close partnership with the operation's managers to achieve common goals.
Your main responsibilities include:
- Being responsible for, planning, and leading the work with the authority's annual report.
- Supporting the operations with operational planning, quarterly follow-ups, and internal control.
- Compiling plans and reports at the authority level.
- Coordinating internal control at the authority level.
- Coordinating and developing the authority's systematic environmental management work.
- Participating in the authority's environmental scanning work.
- Conducting regular reporting and presentations of the operation's results to management.
- Analyzing and evaluating the operation's performance and strategies to identify areas for improvement and develop routines that ensure the highest possible quality in the operation's deliverables.
- Supporting the audit, coordinating, and following up on decided measures.
- Being responsible for the development of our decision support and operational management system.
The work is constantly evolving, and based on our mission, the tasks may change over time. Therefore, you need to be able to handle and appreciate changes. This gives you the opportunity to develop and both broaden and deepen your competence with us.
Qualifications
We are looking for you who have:
- Relevant academic education in, for example, political science, social sciences, or economics, or other corresponding education/experience assessed as relevant for the position.
- Documented experience in planning and follow-up at a strategic level.
- Documented experience in gathering and coordinating background material, analysis, and formulation of proposals for decisions.
- Experience in developing and using decision support systems for planning and follow-up.
- Good ability to convey complex information in a clear and understandable manner, both orally and in writing.
It is an advantage if you have experience with:
- Public sector management, reporting, or follow-up.
- Working with Hypergene or another equivalent system.
- Statistical analysis.
- Work with environmental management.
