Östersund is a growing city with the goal of reaching 75,000 inhabitants by 2040, which places high demands on long-term planning, sound financial management, and clear governance. At Östersund Municipality, we work with the mindset that we are each other's work environment. The Sector of Economy and Governance consists of the units: Accounting, Finance, Sustainability, and Budget and Governance.
We are now looking for two Business Controllers who want to contribute to the municipality's governance and development.
Your new job
As a Business Controller, you have an important and trusted role in the municipality's governance and development. You work closely with one of the municipality's administrative leadership groups and managers on planning, follow-up, and analysis, while also contributing to the development and management of the municipality's common control and follow-up system, Stratsys.
You combine a strategic perspective with operational support and have many contact points within the organization. The role involves supporting leadership groups in control and follow-up processes, as well as contributing to analysis and decision support materials that create clarity and quality in operations.
The position is based at the Budget and Governance Unit, which is part of the Sector of Economy and Governance within the Municipal Administration. The unit consists of ten employees, including budget controllers, investment controllers, and business controllers with various specializations. The Budget and Governance Unit works within a wide range of areas, and the position will be tailored based on your specific competencies. Areas that may become relevant include the municipality's overall statistics and demographics, controller work supporting specific administrations, system management, and planning and conducting training initiatives in various areas.
Common responsibilities
- Support administrative leadership and managers in planning, follow-up, and analysis
- Develop and improve methods within governance and follow-up
- Work with and further develop the municipality's system support for governance (Stratsys)
- Produce and quality-assure decision support materials
- Contribute to structure and clarity in goal and follow-up processes
- Participate in and coordinate development work related to governance and operational development
- Prepare cases for the Municipal Board
Your qualifications
Requirements
- University or college education in political science, statistics, economics, or another direction that the employer considers relevant for the position
Merits
- Experience in qualified controller work in public operations
- Experience working closely with leadership groups
- Experience in developing methods and creating clarity in control and follow-up processes
- Experience with Stratsys or similar systems
- Experience working in GIS or BI systems, as well as experience with programming languages such as SQL/R/Python
- Experience with internal control, risk analysis, or quality work
- Experience leading or coordinating development work
- Good knowledge of the Office package
