About Us

The position belongs to the Unit for Sustainable Transformation within the Social and Employment Administration. The unit is tasked with creating conditions, building capabilities, and strengthening the culture within the administration. We co-create transformation with operations, employees, and citizens. The foundation is the Social and Employment Board's decision to increase accessibility in the board's services and interventions. It should be easy to seek support early and on one's own initiative.

Your New Job

With us, you will become a key figure in the transformation towards the social services of the future. You are responsible for developing the strategic and tactical communication related to the administration's transformation. The work includes both internal and external communication, and you contribute to making complex issues understandable and something to gather around.

Last year, we developed a graphic profile for internal communication, including form language, illustrations, and colors that future communication will be based on. These elements are important in the continued development work.

You will among other things:

  • develop communication strategies and communicative approaches
  • support managers and leadership in change communication
  • create communication that builds participation and engagement
  • develop formats for dialogue, co-creation, and learning
  • work with stories, content, and communication in different channels and formats
  • strengthen the administration's culture, direction, and the story of our services and interventions
  • translate overarching direction into communication that promotes transformation in everyday life

Typical Duties

In the role, you work strategically, tactically, and operationally with communication related to the administration's transformation. You work closely with leadership, managers, and operations on issues concerning change, direction, and participation.

Examples of duties:

  • plan, coordinate, and develop communication initiatives
  • support in matters regarding transformation, change communication, and messaging
  • produce and adapt content (text, image, layout) for different recipients, channels, and contexts
  • develop how our internal communication materials strengthen the transformation
  • work with external communication and strengthen the administration's narrative and relationship building
  • facilitate dialogues, workshops, and co-creation processes
  • translate communicative needs into activities
  • contribute to the development of new communication forms, methods, and channels
  • follow up and analyze communication initiatives

Your Competence

We are looking for you who have experience of qualified communication work in complex organizations and change environments. You are accustomed to working closely with leadership in strategic change communication.

You have experience of:

  • working strategically and tactically with communication
  • driving and supporting change and development processes
  • translating goals and direction into clear communication
  • working with both internal and external communication
  • leading, facilitating dialogues, workshops, and co-creation processes
  • coordinating communication initiatives in larger development or transformation work

To succeed in the role, we believe you:

  • have strategic ability and organizational understanding
  • can switch between strategy and execution
  • create clarity in complex issues
  • express yourself well in speech and writing

It is meritorious if you have experience of:

  • the public sector or politically governed operations
  • social services, welfare, or societal development

  • change management and cultural change
  • dialogue-based and co-creative approaches

It is also meritorious if you:

  • dare to challenge established working methods constructively
  • have experience with communicative approaches that strengthen culture and change capacity
