Do you also appreciate closeness and community? Like when we address each other by first names, and when everyone uses the same break room and coffee cups. And do you value security and freedom? Like being seen and acknowledged, but having enough room to spread your wings sometimes. That is what we offer.
Find your home with us as Project Manager for the transition to the new Social Services Act, based in Hammarstrand!
Sometimes people say things are not the whole world. But for those who need help in their daily lives, it is truly the whole world that care and support function properly. Here, you can become the sought-after puzzle piece that completes the picture, or a corner stone that provides stability. In addition to healthcare, our family at the Support and Care Department consists of LSS (Support and Service for Persons with Certain Functional Impairments), the catering unit, Employment and Integration (AMI), and Individual and Family Care (IFO).

Responsibilities
A new Social Services Act came into force on July 1, 2025. To meet the legislative requirements for a knowledge-based, accessible, and sustainable social services system, current structures need to be developed and adapted. We are now looking for you who want to coordinate and lead the municipality's work towards a transition to the new Social Services Act. The project runs until December 31, 2027.
The Support and Care Department is a large department in terms of both the number of employees and the breadth of assignments. The department is responsible for providing care, support, service, health, and medical care to our citizens who need it, at all stages of life. The department also includes the municipality's catering unit and the Employment and Integration unit, which will be part of the transition.
Your assignment is cross-departmental and covers all areas within social services. You will work on behalf of a steering group consisting of the Social Services Director and operational unit managers. Your direct manager is the Social Services Director.
In the role of Project Manager, you will coordinate and lead the municipality's efforts to adapt operations to the intentions of the new Social Services Act, aiming to create a long-term, sustainable, more preventive, and knowledge-based social services system. You will be involved in developing a transition plan to implement the new Social Services Act across the entire department.
You will provide support and guidance to the department's employees during the transition to the new Social Services Act. The work includes, for example:
- Mapping needs and prerequisites for the Support and Care Department's transition to the new Social Services Act.
- Planning, leading, and implementing changes locally related to the transition.
- Communicating ongoing work internally within the organization and to political bodies.
- Developing materials to put the new Social Services Act into practice.
- Responsible for training sessions and competence development in the area.
- Environmental scanning and participation in various networks, both regional and national.
The assignment may develop and change over time as the transition proceeds, based on needs and decisions made.
Qualifications
Requirements:
- Social work degree (Social Worker) or another completed higher education degree that the employer deems equivalent.
- Good knowledge of the current Social Services Act as well as good familiarity with the new Social Services Act and the changes underway.
- Valid B-driver's license is required.
Merits:
- Experience in project management, as well as knowledge and experience in change management.
- Experience from several operational areas within social services, such as authority functions and implementation.
About You
You are development-oriented, curious, and creative, while also being structured and clear. You see the big picture, consider the broader perspective, and contribute to good collaboration through an open, accommodating, and problem-solving approach. You listen actively, invite dialogue, and adapt your communication based on the situations you are in.
Employment Terms
- Salary: Monthly salary.
- Employment type: Fixed-term employment.
- Duration: 6 months or longer.

Finding your way home is something we all want. But what does the feeling of "home" include? Proximity to work? The feeling of making a difference? The ski track around the corner? Perhaps your home has actually changed places. Perhaps it lies somewhere else. Perhaps you will find it here in Ragunda Municipality!
Ragunda Municipality is located in eastern Jämtland and borders among others Sollefteå, Sundsvall, and Östersund municipalities. We have just over 5,000 inhabitants distributed across about 40 villages, as well as the three urban areas of Bispgården, Hammarstrand, and Stugun, all located along the Indalsälven river. In the east, the settlement is concentrated in the river valley, while the western part offers a forest landscape traversed by the Natura 2000-classified Ammerån river.
