We are now looking for a Project Manager for the ESF project Digital First in the Social Services Department in Mora. The goal is to upskill the department's employees and strengthen the organization's digital structure.
About the project and the role
The project aims to strengthen employees' digital competence and develop a long-term structure for digitalization within the Social Services Department. The background is increased demands for an accessible, efficient, and knowledge-based welfare system, where digital tools and methods are a central part.
The project covers approximately 560 employees and combines competence development with organizational development, such as creating a digital action plan and clearer working methods for the implementation and use of digital technology. Special emphasis is placed on ensuring that measures are accessible to all, contribute to gender equality in a female-dominated sector, and are carried out without discrimination.
As a Project Manager, you play a central role in leading and coordinating the implementation of the project. You are responsible for keeping the whole together, driving the work forward, and ensuring that the project's goals are translated into concrete and operationally relevant results. You work closely with the Social Services Department's operations, the IT unit, and management, contributing to creating conditions for a sustainable digital transition in welfare.
The project is driven by the Social Services Department, in close collaboration with eDIT, the unit for digitalization, innovation, and technology. The Social Services Director is your line manager, ultimately responsible for the project's implementation and leads the project's steering group.
You do not work alone but together with managers, business developers, and object leaders. The department and eDIT contribute with the project's content, and you receive support from other parts of the organization with the project's administration.
Your responsibilities
As a Project Manager, you will:
- Lead and coordinate the project from planning to implementation.
- Keep the project organization together and maintain dialogue with the steering group.
- Plan, implement, and coordinate activities for managers and employees, and lead workshops and training initiatives yourself if necessary.
- Collaborate with the Social Services Department, the IT unit, and external training providers.
- Contribute to implementing the project's working methods, approaches, and results into regular operations.
- Ensure documentation, follow-up, and reporting according to ESF requirements.
The work is both strategic and operational, involving close contact with managers, employees, and several parts of the organization. The role requires that you can drive change work with a focus on digital competence, while ensuring that the project is carried out in line with the principles of equality, accessibility, and non-discrimination.
We are looking for you who have
We are looking for you who want to drive development and future working methods within the Social Services Department. For the role, a relevant university degree or equivalent experience is required, as well as documented experience in leading projects and development work. Experience of digitalization and digital working methods within the welfare sector is important, as is the ability to plan, structure, and follow up work against clear goals.
In the role, you will work closely with operations, IT, and external actors to create sustainable solutions that make a real difference in everyday life. Therefore, we are looking for you who thrive in collaboration with different professions and who have an easy time communicating and creating engagement among both managers and employees.
Meritorious experience includes ESF projects or other development projects with requirements for follow-up and reporting, competence development initiatives, process leadership, welfare technology, and change work in public operations. Experience in leading training, workshops, or other development initiatives is also seen as valuable.

With its more than 700 employees, the Social Services Department conducts a broad operation to ensure that our residents receive the support and help they are entitled to. The department operates under the Social Committee and is responsible for care and support for the elderly and people with physical and mental disabilities, as well as support, counseling, and other measures for children, young people, and adults. The Social Services Department's work is regulated by laws and regulations, primarily the Social Services Act (SoL), the Health and Medical Services Act (HSL), and the Act on Support and Service for Certain Persons with Disabilities (LSS).
