We are now looking for a Business Developer for the ESF project "Digital First" in the Social Services Administration in Mora. The role complements the Project Manager and focuses specifically on creating sustainable working methods, structures, and management models for digitalization and welfare technology.

About the project and the role

The project aims to strengthen employees' digital competence and develop a long-term structure for digitalization within the Social Services Administration. The background is increased demands for an accessible, efficient, and knowledge-based welfare system, where digital tools and methods are a central part.

The project covers approximately 560 employees and combines competence development with organizational development, such as creating a digital action plan and clearer working methods for the introduction and use of digital technology. Special emphasis is placed on ensuring that measures are accessible to all, contribute to gender equality in a female-dominated sector, and are carried out without discrimination.

As a Business Developer, you work at the intersection of operations, IT, and management. Your task is to ensure that digital solutions are not only implemented but also function sustainably, are used in practice, and are part of a coherent structure.

You play a key role in building:

  • structure for system administration
  • clear responsibilities and roles related to digital tools
  • sustainable processes for the introduction, use, and follow-up of welfare technology

You do not work alone; together with the Project Manager, managers, and object managers, you drive the project forward. The Administration and eDIT contribute to the project's content, and you receive support from other parts of the organization regarding the project's administration.

Your responsibilities

Examples of your responsibilities as a Business Developer include:

  • developing and establishing structure for system administration and digital administration
  • contributing to the creation and implementation of a digital action plan
  • supporting operations in the introduction and use of welfare technology
  • creating coherent processes – from need → introduction → training → operation → follow-up
  • working with organizational development related to digitalization
  • collaborating with eDIT, managers, and key persons
  • contributing to securing long-term competence and working methods in the organization
  • working in line with ESF requirements for follow-up, structure, and implementation

The role is both strategic and operational, requiring you to switch between analysis, structure, and practical implementation. You work closely with the Project Manager and contribute to translating the project's results into operations. The project is driven from the Social Services Administration in close collaboration with eDIT, the unit for operation, innovation, and technology. The Head of the Social Services Administration is your line manager, ultimately responsible for the project's implementation and leads the project's steering group.

Who are we looking for?

We are looking for you who want to help develop future working methods within the Social Services Administration. The role suits you if you are driven by improvement work and thrive in the interaction between operations, technology, and people. A relevant university degree or equivalent is required for the position. We would also like you to have experience in business development, digitalization, and IT-related development, preferably from the public sector. Experience in creating sustainable processes, structures, and working methods, as well as driving development work forward, is important.

We are looking for an analytical, solution-oriented, and driven Business Developer who can translate needs and ideas into concrete solutions. The role involves significant personal responsibility and requires good collaboration skills, relationship-building abilities, and the ability to create engagement among different target groups. Communication is an important part of the work, meaning you need to be able to make complex issues understandable and usable in Swedish.

Experience with system administration, welfare technology, operation systems within care and social services, change management, service design, ESF projects, or other development projects is meritorious. Experience with AI, process management, competence development initiatives, and working in a politically governed organization is also viewed positively.

The Administration operates under the Social Board and is responsible for the care and support of the elderly and persons with physical and mental disabilities, as well as support, counseling, and other measures for children, young people, and adults.
