We are looking for a Land Negotiator for the Gothenburg-Borås project for the Swedish Transport Administration.

This is a consulting assignment.

The position is full-time.

The assignment involves close cooperation with the client, which places high demands on flexibility and collaboration skills.

The Assignment

The Gothenburg-Borås route is one of Sweden's largest commuting corridors. The current single-track railway is insufficient, and with double tracks for 250 km/h, travel time can be shortened and the number of trains increased. The new railway will have stations in Mölndal, Landvetter Airport, and Borås, with the possibility of future stations in Bollebygd and southern Landvetter.

The project also includes planning a branch line to Mölnlycke, which creates better connections to Mölndal, Borås, and the airport. Construction is planned to start in 2029-2030.

The Role of Land Negotiator

As a land negotiator, you are an important link between the Swedish Transport Administration and property owners, tenants, or operators. You handle land access and property matters, valuation and permit issues, as well as property law issues related to railway construction.

Responsibilities:

• Support project management with implementation agreements with municipalities and utility owners

• Manage land access for the project, both permanent and temporary

• Prevent and regulate environmental and movement damage in collaboration with project and design managers

• Valuation and permit issues

• Negotiate and establish property law agreements

• Handle other property law issues related to the project

Travel is required for the position.

Requirements (NOTE, mandatory)

Fluent Swedish in speech and writing.

• At least completed higher education comprising at least three (3) years of full-time studies in surveying, property economics, community building program, or equivalent education in the subject area. The Swedish Transport Administration determines what is considered equivalent. Proof of education may be requested.

• At least twelve (12) years of experience in qualified work within the property law area, of which at least six (6) years must have involved negotiations within the property law area and at least three (3) years of experience working on road or railway projects.

• Complete independence. Requirements are verified through at least one (1) relevant reference assignment, which is provided in the Reference Assignment Appendix.

• Driver's license for passenger car.

• Requirement of 8 years of experience in property law work in investment projects in urban environments

• Requirement of 3 years of experience in practical work with planning processes

• Requirement of experience in property law negotiations in infrastructure projects

• Requirement of documented knowledge in PBL and the Railway Construction Act

• Requirement of 3 years of experience working on the development of railway plans, for example, active participation in a project group with the client or consultant.

• Requirement of experience in property law work in investment projects in the planning phase. Requirements are verified through at least one (1) relevant reference assignment, which is provided in the Reference Assignment Appendix.
