Strategic Development Leader in Social Services

Description

The social services are facing a significant transformation with the introduction of the new Social Services Act and a strengthening of the municipality's work against violence in close relationships.

To meet these demands and opportunities, we are looking for a strategic development leader tasked with leading, coordinating, and driving the change work at a comprehensive level.

The role includes both internal development work within the social services and external collaboration with other municipal operations, the region, and relevant partners. The assignment is time-limited and constitutes a central function in the municipality's transformation work until 2028.

As a development leader, you will work closely with the quality manager and operational managers, complementing the coordinators responsible for implementation in their respective areas.

Responsibilities

We are looking for someone who wants to take a key role in a comprehensive and complex change process. The assignment involves creating structure, drive, and coordination in a transformation that affects several operations and requires a strategic holistic perspective.

Your main responsibilities include:

  • Leading and coordinating the social services' transition to the new Social Services Act.
  • Identifying development needs and proposing and implementing new working methods in line with the intentions of the law.
  • Ensuring that the change work is carried out collectively, strategically, and long-term across the entire administration.
  • Acting as project leader in cross-administrative development initiatives.
  • Supporting operational managers and appointed coordinators in planning and implementation.
  • Formulating effect goals, following up on results, and contributing to sustainable development over time.
  • Coordinating work with external actors and other municipal operations to create consensus and effective collaboration.

Responsibilities in the area of violence in close relationships

The assignment also includes:

  • Leading and further developing the municipality's work against violence in close relationships.
  • Strengthening and structuring collaboration between social services, schools, healthcare, police, and other relevant actors.
  • Ensuring the implementation of common routines and working methods throughout the municipality.

Qualifications

We are looking for someone with a relevant university degree, such as a degree in social work or another qualification deemed equivalent by the employer.

You have several years of experience in qualified development or change work within the public sector and a good understanding of the social services' mission, responsibility, and governance.

Furthermore, you have:

  • Documented experience in project management at a comprehensive or strategic level.
  • Experience in leading larger and/or complex development projects.
  • Experience working with violence in close relationships.
  • The ability to work both strategically and operationally.
  • Excellent collaboration and communication skills.
  • Strong analytical skills and a structured approach.
  • The ability to work independently and create progress in processes.

Project management training or equivalent competence is advantageous, as is experience in implementation work, quality development, or preventive work within public operations.

Personal qualities

We are looking for someone who is proactive, clear, and confident in leading change work in a complex organization. You have the ability to create trust, engagement, and direction even in contexts where many actors and perspectives need to be coordinated.

Final candidates will undergo a background check.

As an employee of Vaxholm Municipality, you may be assigned to military service in the city.
