We are looking for a consultant to lead the work of developing a governing AI guideline with associated application instructions and process descriptions for an organization in the public sector. The assignment focuses on translating current and upcoming regulations into practically usable methods for digital development and management, with a particular emphasis on handling personal data and transparency in AI usage.

You will contribute your expertise in AI applications in the public sector and ensure that the guidelines support a safe, legal, ethical, and sustainable use of AI and advanced technology from a human, ecological, economic, and technical perspective. The work will be conducted in close dialogue with the client and reference group.

• Lead and drive the development of a governing AI guideline
• Develop application instructions for the implementation and use of AI and advanced technology
• Design process descriptions that integrate AI into the organization's development and management work
• Translate requirements from the EU AI Act, GDPR, the Public Access to Information and Secrecy Act (OSL), and the Local Government Act into practical methods
• Provide legal and ethical guidance related to AI usage and personal data management
• Facilitate dialogue, anchoring, and ongoing updates with the client and reference group
• Present results and recommendations to relevant stakeholders

• Knowledge of AI and its application in the public sector
• Good understanding of the AI regulation (EU AI Act) and its practical implications
• Very good knowledge of the General Data Protection Regulation (GDPR) and personal data management
• Knowledge of the Public Access to Information and Secrecy Act (OSL) and information security
• Understanding of the Local Government Act and public administration
• Experience in developing governing documents, guidelines, and application instructions
• Ability to translate legal requirements into practical processes and methods
• Understanding of the ethical, human, and societal aspects of AI usage
• At least two (2) years of experience in similar assignments recently
• Fluency in spoken and written Swedish

• Experience in presenting and anchoring governing guidelines in organizations with many stakeholders
