We are looking for a consultant to lead and carry out the work of developing a governing AI guideline along with associated application instructions and process descriptions for a municipal operation. The assignment involves translating current and upcoming regulations into practically usable methods that support digital development and management.

You will ensure that the guidelines enable safe, legal, ethical, and transparent use of AI and advanced technology, considering human, ecological, economic, and technical perspectives. The role also includes contributing expert knowledge about AI applications in public operations and driving dialogue and anchoring with clients and reference groups.

• Lead and carry out the development of a governing AI guideline
• Develop application instructions for the implementation and use of AI and advanced technology
• Design legal and ethical guidance related to the EU AI Act, GDPR, the Public Access to Information and Secrecy Act (OSL), and the Local Government Act
• Translate legal requirements into practical processes and methods
• Support dialogue, collaboration, and anchoring with clients and reference groups
• Present final results to clients and reference groups

• At least two (2) years of experience in similar assignments recently
• Very good knowledge of the General Data Protection Regulation (GDPR) and personal data management
• Good understanding of the AI Regulation (EU AI Act) and its practical implications
• Knowledge of the Public Access to Information and Secrecy Act (OSL) and information security
• Understanding of the Local Government Act and public administration
• Knowledge of AI and its application in the public sector
• Experience in developing governing documents, guidelines, and application instructions
• Ability to translate legal requirements into practical processes and methods
• Understanding of the ethical, human, and societal aspects of AI use
• Good communication skills for collaboration with managers and specialists
• Fluent in Swedish, both spoken and written
• Ability to work with distance-bridging technology as needed to reduce travel
