Your Mission

As an investment strategist, you will have a broad and strategic responsibility for developing and managing the municipality's investment and financing processes. You will belong to the Finance Department, which is part of the Municipal Executive Office. You will work closely with the municipality's strategic forum and contribute to decision-making materials for investments, local supply, and long-term planning. You will report directly to the Chief Financial Officer.

Your tasks include, among others:

• Be responsible for the investment process, including decisions on budgets for individual projects and the municipality's consolidated project portfolio as well as annual frameworks.
• Develop and follow up on the investment portfolio, investment plan, and program.
• Contribute in the early stages of needs assessments and feasibility studies.
• Ensure long-term financing of investments, pension liabilities, and obligations.
• Perform liquidity planning, loan management, and interest calculations according to financing policy.
• Educate the organization in investment and financing processes.
• Revise governing documents and prepare decision-making materials as needed.

You have a significant mandate and are expected to act with integrity, strategic holistic view, and long-term focus.

Your Background

Required Qualifications:

• At least 5 years of experience from larger organizations.
• Academic education in economics or engineering, or other education deemed equivalent by the employer.

Meritorious:

• Experience from politically governed organizations.
• Knowledge of investment accounting.
• Good knowledge of Excel.
