JOB RESPONSIBILITIES

We are looking for a management strategist who works across the municipality to strengthen quality, create a holistic perspective, and contribute to a learning organization. As a management strategist, you will be a key person in the work of developing the municipality's governance and leadership. The role involves creating a holistic view and contributing to a learning organization where we continuously evaluate our processes and goals to ensure that we are doing what creates the most benefit for those we serve. You will work closely with management and departments to implement the municipality's goals and values in practice and contribute to a professional collaboration between politics and civil servants. With us, there is high engagement, short decision-making paths, and good cooperation where we support and help each other to achieve common goals. You report directly to the municipal director and become part of a unit with colleagues working across various specialist areas.

Your main responsibilities:

• Develop and implement a governance model that promotes a holistic view, learning, and value creation.
• Strengthen the quality of the municipality's operations through analysis, support, and collaboration.
• Develop structures and processes that enable the tracking of effects and results, not just activities.
• Lead projects and working groups based on decisions from management and lead the work of developing new goals based on political decisions.
• Compile materials for decisions for the political arena.
• Oversee the procurement of a new governance and management system.

QUALIFICATIONS

We are looking for someone with experience in strategic work, preferably within the public sector, focusing on governance, quality, or organizational development. You are accustomed to driving development work in complex organizations and have an academic background, for example in political science, economics, or law, or education that the employer deems equivalent. You have strong analytical skills and can see how governance, culture, and results are interconnected and translate these insights into practical solutions.

As a person, you are structured and have a systematic approach, but also flexible and pragmatic when needed. You are curious and pedagogical, with the ability to create trusting relationships and build collaboration across organizational boundaries. You have good communication skills and can explain complex issues clearly and engagingly. You are willing to challenge established working methods respectfully and have the drive to turn ideas into action.
