The Culture Administration works for a broad art and cultural life for everyone to participate in. We strive for a sustainable and open city that places culture and art at its center.

The Culture Administration has about 800 employees who mainly operate within libraries, cultural centers, museums, and other cultural activities.

The Property, Security, and Development unit is tasked with supporting the library and cultural center operations by driving and developing processes within property, operational development, and security.

Job Responsibilities

Do you want to work on developing cultural meeting places together with residents, employees, and the local community? Do you thrive in the role of process leader where you create conditions for operations to succeed? Then this might be the right position for you.

As a development leader focusing on operational development, you will work on the department's larger change and development projects. This may involve starting, developing, relocating, or renovating a library or cultural center. You will be part of a cross-professional project team and have a special responsibility for planning, leading, and following up on the work with dialogue, participation, and collaboration throughout the process. This role is one of two similar positions within the unit, and you will work closely with a colleague who has the same assignment. Together, you will share experiences and support each other in the work.

The way the work is organized varies depending on the project, target group, and context. In practice, your assignment may involve:

  • Conducting feasibility studies and current situation analyses
  • Creating surveys and other materials for dialogue
  • Creating forums or networks for collaboration
  • Planning and leading workshops and dialogue meetings with employees and/or residents
  • Choosing and adapting methods for participation and collaboration throughout the project

In addition to project-based work, you can also contribute to developing common working methods and strategies for participation and collaboration within the entire department.

The role is largely process-leading and coaching. This means you will lead and support a working group consisting of employees from the relevant operation, who carry out the activities in practice. Together, you will work to:

  • Take into account the perspectives and needs of residents
  • Strengthen collaboration with the local community
  • Develop operations that reach more, especially prioritized target groups
  • Contribute to ensuring that libraries and cultural centers are open, inclusive, and relevant meeting places

When the project concludes, you, along with the working group, will have identified areas for development and created a plan for how the work will continue in the operation. The goal is for both employees and managers to have strengthened their competencies and have good conditions to continue working with participation and collaboration even after the project ends.

Qualifications

We are looking for someone who has:

  • Relevant university degree in fields such as design, social sciences, humanities, organization/leadership, innovation, or culture
  • Experience in conducting and documenting investigations, feasibility studies, and current situation analyses
  • Experience in driving development processes or change work, from feasibility study and startup to implementation and follow-up
  • Experience in leading, coaching, and/or educating working groups
  • Experience with tools and methods for service design, innovation, co-creation processes, and user or citizen involvement

It is an advantage if you have experience in:

  • Project work or agile working methods
  • Work within cultural activities and/or politically governed organizations

As a person, you are confident in the role of process leader and enjoy creating structure, direction, and engagement in others. You are driven and self-sufficient, but also attentive and flexible, with the ability to adapt your working methods to different contexts and groups. You are comfortable in a coaching role where you set frameworks, support, and enable development. We also see that you can communicate fluently in Swedish, both spoken and written, and have good experience working with the Office suite.
