Development Leader in Crisis Preparedness and Civil Defense

The Preschool Administration in Gothenburg is now strengthening its work in security and preparedness and is looking for a development leader focused on crisis preparedness and civil defense for our newly established unit for security and preparedness.

About the Unit

The unit for security and preparedness is part of the department of digitalization, communication, and security. The unit is newly started and is in a phase of establishment. Currently, three employees work in the unit. Recruitment of a security manager is ongoing, and further strengthening is planned.

The unit works broadly with security and preparedness issues, including:

• crisis preparedness and civil defense
• risk and vulnerability work as well as continuity planning
• physical security and fire protection
• information security and cybersecurity
• personal security

The work is carried out in close collaboration with internal functions as well as external actors and partners.

About the Role

As a development leader, you will work strategically with security, crisis, and preparedness issues at an overarching level within the administration, in close dialogue with the operations. You have independent responsibility for driving development within your area of responsibility and contributing to a long-term robust and resilient organization.

You are responsible, together with colleagues, for planning, implementation, and follow-up of goals, assignments, and development efforts. The role includes close cooperation with other administrations and functions within the City of Gothenburg as well as contacts with external actors.

Job Responsibilities

Your tasks include, among other things:

• developing, managing, and enhancing governing documents such as routines, preparedness plans, and continuity plans
• working with risk and vulnerability analyses and their follow-up
• producing reports, decision-making materials, and responses to referrals in the security and preparedness area
• contributing to the development of working methods, collaboration, and capabilities within crisis preparedness and civil defense

The work requires a high level of analytical ability and a very good ability to express oneself clearly and structurally in writing.

Qualifications

We are looking for someone who has:

• a university degree in a relevant field for the position
• several years of experience working with crisis preparedness and civil defense at a strategic or overarching level
• very good ability to express oneself in speech and writing in Swedish

Meritorious

• experience in crisis management and/or staff work
• experience working with risk and vulnerability analyses
• experience working in the public sector
• project management training or equivalent experience

Personal Competencies

You have good analytical skills and can identify the core of complex issues and propose feasible solutions. You work independently within the framework of your assignment, take responsibility for your deliveries, and have a good ability to make decisions. You communicate clearly and build trust in both speech and writing.

To thrive in the role, you are proactive, structured, and have the ability to drive development work forward, both independently and in collaboration with others. You see your assignment in a larger context and actively contribute to the whole.

Workplace

We work in pleasant premises at Gamlestads torg 5, with good communication via bus and tram. At the office, we work activity-based, which provides flexibility and supports collaboration, focus, and a modern working method.
