Business Developer at Skärholmen's District Administration

Stockholm – our capital city with millions of dreams, expectations, and ambitions. We work for everyone living here today and in the future. We are now looking for you who want to think big, new, and differently with us – for the people of Stockholm.

Skärholmen's District Administration is one of Stockholm City's 11 district administrations and includes the neighborhoods of Bredäng, Sätra, Skärholmen, and Vårberg. Here, more than 1000 employees work for our 37,000 residents. We offer a municipal operation that we are proud of, and we have a fantastic diversity. Welcome with your unique contribution!

Do you want to help shape the future of public authority operations?

We are looking for an experienced manager or strategist who wants to take a new step in a socially important role, where you can use your skills to make a real difference.

With us, you will have a key role in the work to realize the new social services act directed at the authority area – with the opportunity to influence and develop both structure and working methods. Are you ready to take on the challenge?

Welcome to us

The Support and Service Department is responsible for the management, governance, and development of elderly care, care for people with disabilities, and social psychiatry. The department's mission includes both authority operations and the operation of services in-house such as home care, day activities, care and nursing homes, LSS housing, personal assistance, daily activities, supported housing, housing support, and activity centers. Within the department, there is also a management support consisting of five people led by the department head. As the district is expected to continue to grow significantly over the next ten years, our operations are also expected to increase in volume. Therefore, we are expanding the management support and establishing a new role as a business developer with a primary focus on authority operations.

We offer

We offer an exciting and developing role with great personal responsibility. In an innovative and resource-rich organization, you will become a central part of the continued development of the operations, with the opportunity to influence direction and follow-up. As you represent the department in the administration's overall follow-ups, you will gain a broader insight into the district's other operations. The administration office is located at Skärholmen's center with proximity to transportation and a shopping mall.

We value good cooperation where we help each other and where everyone contributes to a good working environment. Stockholm City cares about your quality of life, health, safety, and your development opportunities. We offer you good flexible working conditions, vacation exchange, wellness compensation, winter and summer working hours, favorable occupational pension, and the possibility to work partly from home if the work allows. Please read about our benefits within Stockholm City here.

Your role

As a business developer, you will be part of the department's management support where you drive and are responsible for coordinating follow-up and change management to ensure the quality of the ordering operations. Additionally, you will hold together and be responsible for certain operational issues. You work proactively and closely with the managers by guiding and supporting the operations with the goal of creating a legally secure organization. Your tasks will include:

  • ensuring that the authority's decisions and assessments are legally secure, conducting operational follow-ups,
  • compiling documentation and statistics,
  • quality-assuring documentation for re-examination,
  • developing systematic quality work and ensuring functioning routines,
  • collaborating with other units within social services and operational activities within support and service,
  • leading the department's work in the administration's major transition to the new social services act.

The work is varied and changeable, so other tasks may also occur, and the content and conditions of the work may change over time.

Your qualifications and experience

We are looking for you who have:

  • a university degree in behavioral science, social science, public administration, social work, or other education that the employer deems relevant,
  • several years of experience working in authority operations with a focus on elderly care, LSS, and/or social psychiatry,
  • solid knowledge of case management, decisions, and legal security and experience supporting others in these matters,
  • current experience in driving business development and building organizational trust,
  • good knowledge of social work and target groups within the entire social services area,
  • very good ability to express yourself in Swedish both orally and in writing.

It is meritorious if you have:

  • experience from operational activities as a manager or in a management support function,
  • experience from working within an authority such as the Swedish Social Insurance Agency or IVO.

To succeed in the role, it is a prerequisite that you understand what it means to operate in a commissioning and performing organization. You are a person driven by development and continuous improvement and have a keen eye on environmental monitoring. You are used to working independently with good structure, take initiative, and drive processes forward without needing detailed guidance.

The role also requires a high degree of flexibility and the ability to prioritize and change direction based on changed conditions. Furthermore, we see that you are communicative and can explain and anchor messages in a clear and pedagogical way. Collaboration is a natural part of your working method where you build relationships, create engagement, and get different parts of the organization to work towards common goals.

Message from the recruiting manager

Our operations are facing a major transition with the introduction of a new social services act. We now have a unique opportunity to be involved in shaping the future efforts and support of social services for our citizens. As the department head, I focus on dialogue, clarity, and participation with a clear focus on our mission. We should have high quality where we are not afraid to boldly stand at the forefront in various ways and challenge ourselves in a way that provides added value to the citizen but also makes it rewarding and fun to work within the Support and Service Department.

The role of business developer is central to achieving these goals, both regarding support and follow-up for the development of operations and their quality. I, and we within the department, look forward to doing this together with you. Welcome to Skärholmen!

Andreas Thorstensson, department head
