Contract and Procurement Controller

Who are we?

The Procurement and Purchasing Unit is part of the Finance and Governance Department, which belongs to the Municipal Director's Office. We are responsible for the municipality's procurement of goods and services and strategic procurement and purchasing issues, with the exception of contracting.

The unit is responsible for developing and improving the municipality's procurement and purchasing process from a holistic perspective and contributing to strengthening the municipality's efforts to combat welfare fraud in procurement and purchasing.

Norrköping Municipality has an annual purchasing volume of approximately 4 billion SEK and has about 800 active contracts. We are now looking for a contract and procurement controller with special responsibility to counteract incorrect payments and welfare fraud.

Your tasks

In this position, you will work with both operational and strategic tasks. This includes, in addition to working with the follow-up of procurements and contracts, also proposing how the municipality's overall follow-up can be prioritized and developed in the future to counteract welfare fraud and incorrect payments.

You will conduct in-depth analyses of purchases and purchasing patterns, contracts, suppliers, compliance with requirements, and invoices to identify deviations. The municipality has a purchasing analysis system that you will use to support your work.

You will investigate deviations identified in collaboration with relevant operations and other functions in the municipality. Furthermore, you will actively work with environmental monitoring and create dialogue and networks with other authorities and community functions.

You will closely collaborate with the unit's two existing procurement and contract controllers and report to the head of procurement and purchasing.

Who are you?

We are looking for someone with a university degree in economics or another education that the employer deems equivalent. You have knowledge of and understanding of the purchasing processes, finance, and contracts. It is an advantage if you have experience working with the follow-up of purchases and/or contracts.

The position requires proficiency in the Office suite, with very good knowledge of Excel. It is advantageous if you have experience working in systems related to purchasing analysis.

Personality-wise, you are driven and highly flexible so that you can quickly shift your focus. You are structured, analytical, and work independently within your area of responsibility, where you have the ability to take your own initiatives.

You appreciate varied tasks, can take a holistic perspective, and explore new ways to solve problems. You are a confident and stable person who can stand by your decisions.

You have a good understanding of how the organization's structure, politics, and goals affect your work. You are collaborative and actively work with dialogue and exchange with other functions.

It is natural for you to create networks, and you actively work with information transfer, both within and outside the organization.
