The Payroll Unit plays a crucial role in ensuring that the City of Solna has efficient, legally secure, and sustainable payroll processes. We are in an exciting phase of development where we are gradually evolving our processes and working methods to create a more unified, business-oriented, and efficient Payroll Unit. The Payroll Unit is a central part of HR and contributes to making the City of Solna a safe and attractive employer. Employee trust in the payroll process is decisive. Therefore, we continuously develop, quality-assure, and monitor our working methods to provide the best possible support to the city's operations. We are part of the HR organization and have a business-oriented approach with ongoing collaboration with managers, operations, and the city's support functions.

In parallel with our development work, the City of Solna is procuring a payroll system with associated HR-near processes, as the current contract is expiring. For us, development is not primarily about which system we work in, but about creating efficient working methods and providing the best possible support to the city's operations. What Does the Job Entail?

As a Payroll Specialist with us, you have an important role in ensuring correct and legally secure payroll administration. The role combines operational specialist work with the development, training, and monitoring of payroll processes. You contribute both to daily specialist work and to the development of the Payroll Unit's processes and working methods.

In this role, you are responsible for:

• Independently managing the payroll process from start to finish.
• Ensuring a correct, legally secure, and quality-assured payroll process through continuous controls, analyses, and monitoring.
• Ensuring the quality of schedule and time data in Heroma through controls, analyses, monitoring, as well as support and training for operations to create correct underlying data for payroll payments.
• Being a qualified specialist support for managers, HR, and operations.
• Training and guiding managers and operations in working methods and routines related to schedule, time, and payroll management in Heroma.
• Driving development, documentation, and monitoring of payroll processes and working methods.
• Identifying and evaluating how AI can be used to develop working methods, streamline processes, and improve quality.

We Are Looking For Someone With

• Post-secondary education in payroll, HR, or economics, e.g., YH Payroll Economist/Payroll Specialist.
• Several years of experience in qualified payroll work within municipal operations.
• Documented experience in independently driving development, quality assurance, and monitoring of payroll processes, as well as turning analyses into concrete improvement measures.
• Very good knowledge of collective agreements, especially AB and HÖK.
• Very good system proficiency and experience working independently in Heroma throughout the entire payroll process.
• Experience with schedule and time management, as well as understanding of how these processes affect payroll administration.
• Experience in supporting, training, and guiding managers and operations within payroll, schedule, and time processes.

Meritorious Qualifications

• Authorization as a Payroll Specialist is meritorious.
• Experience in mapping, developing, and documenting processes, working methods, and routines.
• Experience in planning and conducting training initiatives.
• Education or documented experience in using AI and other digital tools for operational development, process development, and efficiency improvement.
• Knowledge of BÖK.
• Experience with TimeCare and QlikView/Qlik Sense.
