The Unit for Authority Practice and Law within the Primary School Administration is now seeking a Development Manager with a special educational needs focus.

One of the unit's main tasks is to provide support and advice on legal matters to school leaders and central administration, investigate complaints, and act as support in, for example, supervision cases. Another key responsibility is to manage authority practice, such as school placement, admission to adapted primary schools, supplementary grants for students in independent schools, and operational support for the municipality's resource schools. The unit consists of several development managers, case officers, and lawyers who work together to ensure lawful authority practice.

We are located in our activity-based offices at Gamlestads Torg 5.

Job Responsibilities

Are you a special education teacher with specific knowledge of school law? Do you want to be part of a team where legal perspective, collaboration, responsiveness, and student focus are key words? Then you are the one we are looking for.

You will primarily work with providing advice and support in school legal matters, which includes among other things:

• Assisting principals and education managers with advice and support in cases from the Swedish Schools Inspectorate, BEO, DO, IVO, and the Parliamentary Ombudsmen.
• Conducting investigations and contributing a school legal perspective to other types of investigations.
• Receiving and investigating incoming complaints, whistleblowing reports, deviations, and reports of irregularities.
• Conducting training for teachers and principals.
• Leading or participating in process development and development projects.
• Developing routines and guidelines for administration-wide processes.
• Participating in follow-up and analysis of the unit's area of responsibility with the aim of developing education in the city's schools.

In the role of Development Manager, you will work in close collaboration with other development managers, case officers, and lawyers within the unit. You will have assignments both as a generalist and with the opportunity to deepen your expertise in specialist areas. The role also includes environmental scanning and collaboration with units and departments within the Primary School Administration, other administrations, municipalities, or organizations.

Qualifications

We are looking for you who have a university education in pedagogy with a focus on special education.

You need to have experience with authority practice, such as assessing applications for supplementary grants, leading process development or development projects, and conducting investigations with a school legal perspective. You must also be able to perform analyses, independently produce investigations, reports, and handle cases for supervisory authorities.

Furthermore, you need to have:

• Knowledge of the Education Act, other school legislation, and the structure, governance, and accountability system of the Swedish school system.
• Work experience from working at the owner level or from an authority within the school sector.
• Experience of strategic and overarching work in complex organizations as well as collaboration with different actors and professional groups.

As a person, you convey information and ideas clearly, both orally and in writing. You ensure that your message comes across. You adapt your communication to the recipient, target group, and situation. For this position, it is required that you work well with others by listening, showing interest, and respect. You have a good understanding of how individuals absorb knowledge and their different prerequisites. Furthermore, you can see your work as part of a larger context and understand how it affects and is affected by other parts of the organization.
