What does the role involve?
The Secretariat of the County Administration is responsible for assisting the County Administration with management support, driving development issues, and cross-agency strategic matters. Today, the secretariat consists of 16 people, of whom five are lawyers. The Legal Secretariat is part of the County Administration's Secretariat.
As an employment law lawyer, you will play a central role in contributing to the agency's employer policy. You are organizationally placed in the Legal Secretariat at the County Administration's Secretariat. The work is carried out in close collaboration with the HR Director and the Chief Legal Counsel.
In the role of employment law lawyer, you will primarily work with employment law by, among other things:
- providing qualified legal support and advice on employment law matters, primarily to the agency's HR unit and, by extension, the agency's managers,
- independently handling complex personnel cases,
- drafting legal opinions, decision-making materials, and legal investigations,
- preparing and presenting cases to the Personnel Responsibility Board and the State Administrative Court,
- contributing to the development of governing documents,
- collaborating with trade unions and other internal functions,
- contributing to development and learning by conducting training and providing support in the interpretation and application of employment law and collective agreements.
To the extent possible, you will also work with other legal matters handled by the Legal Secretariat, such as general administrative law, as well as public access and confidentiality.
As an employee at the County Administrative Board, you may need to be assigned to other tasks within the agency. Therefore, it is a prerequisite that you are socially interested and willing to work with the breadth that the County Administrative Board has to offer.
Are you the one we are looking for?
You have broad legal competence with particularly good knowledge of employment law, including the application of central and local collective agreements as well as legislation within the entire field of employment law.
For this role, you must have:
- a law degree (270 higher education credits),
- several years of current experience in qualified employment law advisory services,
- deep knowledge of employer and personnel policy and experience representing the employer,
- experience independently handling complex legal cases,
- experience writing legal opinions, investigations, and decision-making materials,
- excellent ability to express yourself clearly, pedagogically, and legally correctly in Swedish, both orally and in writing,
- excellent teamwork skills, analytical ability, high integrity, and personal maturity,
- willingness and ability to contribute to a good work environment.
It is meritorious if you have:
- experience in employment law work in the public sector.

Employment
The employment is permanent, full-time, with a six-month probationary period. We want you to start as soon as possible or as agreed.
About Us
The Secretariat of the County Administration is responsible for assisting the County Administration with management support, driving development issues, and cross-agency strategic matters. Today, the secretariat consists of 16 people, of whom five are lawyers. The Legal Secretariat is part of the County Administration's Secretariat.
The Legal Secretariat provides support to the County Administration and other parts of the agency regarding cross-agency legal matters such as public law, state aid and procurement, quality assurance of contracts and agreements, security protection, information security, data protection, and employment law.
We work in centrally located premises in Stockholm. Remote work options are available based on operational needs.

You must be a Swedish citizen because the tasks within the employment are classified for security. As a permanent employee at the County Administrative Board in Stockholm County, you will be mobilized for war-time duties based on the total defense's needs.
