Do you want to contribute to the development of Sweden's international aid? Do you have several years of experience in evaluation and good knowledge of evaluation methodology? Are you analytical, creative, and value contributing to joint results? The role of Inquiry Secretary at the Secretariat for the Expert Group on Aid Analysis (EBA) involves, among other things, initiating and leading studies relevant to Swedish international aid.
EBA is a government commission consisting of an expert group and a secretariat, which handles the ongoing operations. The commission's mandate is to produce and communicate evaluations and analyses of strategic relevance for the design and implementation of Swedish international aid policy. EBA commissions external experts to conduct studies and report results in the form of reports. Some studies are also carried out by the secretariat.
Responsibilities
The main responsibilities include initiating and leading evaluations and other studies, as well as participating in relevant discussions with EBA's target groups. Your responsibilities cover environmental scanning, contact with potential writers, project management, and communication of reports.
Contributing to the visibility and discussion of EBA's reports is an important part of the secretariat's work. You will also participate in the secretariat's other tasks, such as writing reports to the government and various types of background materials. The work is outward-facing and involves many contacts with researchers, evaluators, academic institutions, authorities, and organizations, both in Sweden and abroad.
Qualifications
You have a relevant academic degree at the master's level or higher and several years of experience in your own evaluation work, either as an evaluator or as responsible for commissioning or conducting evaluations. You have both deep and broad knowledge of evaluation methodology.
You have a very good and documented ability to lead projects and collaborate with others. You are proactive, can work independently, and express yourself well orally and in writing in Swedish and English. You have the ability to independently and in groups formulate ideas for evaluations and other studies that can improve Swedish development cooperation. You are good at presenting knowledge material to small and large groups.
The following are meritorious:
- Extensive experience in aid evaluation.
- Extensive experience in designing and assessing tenders in public procurement of evaluations.
- Subject matter expertise and experience in making economic-political analyses or evaluations in areas that complement the current secretariat (e.g., EU aid, development finance, humanitarian aid).
- Good knowledge of decision-making processes and their implementation within Swedish development cooperation (such as policy development within the Ministry for Foreign Affairs, implementation of strategies within Sida, implementation of aid interventions).
- Access to networks in relevant research, evaluation, and management areas.
Functioning well in close collaboration in a small creative workplace is a crucial competence.

Other
Employment according to the collective agreement for specialists within the Government Offices (Specialist Agreement). Start date as soon as possible after agreement. Term of appointment until August 20, 2027, at the latest. Salary based on competence and previous experience.
