The Swedish Civil Contingencies Agency (MSB) is the leading, guiding, and coordinating authority in civil defense. We ensure that society is prepared for crisis, heightened readiness, and war.
Do you want to get others ready? The Agency continues to develop to strengthen civil defense. In order to maintain good preparedness and a management structure that can operate sustainably in everyday life, peacetime crisis situations, heightened readiness, and war, all managers must have a deputy. The regular manager and the deputy work together to create strong and sustainable leadership and control of the operations. The role of deputy manager is a duty you hold alongside your regular tasks as a case officer at the unit.
Our leadership is based on trust, humanity, and the desire to work together. We assume that we do our best and wish each other well. Acting in line with this means contributing to increased security and a sustainable working life.
Your responsibilities and tasks
As a case officer, you drive and develop work on strategic partnerships and support the Agency's management in developing and coordinating messages based on a holistic view of the Agency's mission and priorities, with a particular focus on research and innovation. You contribute to ensuring that the mission within research and innovation meets the needs within civil defense and supports the government's overall direction.
As a deputy manager, you are part of the unit's management capability and ensure decision-making when the manager is absent. You support the manager in leading the operations, but only take over personnel responsibility and the manager's full authority when the manager is not in service or is prevented from exercising their duties.
The extent of the deputyship is determined in dialogue with the unit manager.
Your knowledge and competencies
We are looking for you who have a higher relevant academic education. You have good experience in handling research projects, preferably at an international level, and experience from representing the Agency in various forums internally and externally. You are a driven network and relationship builder. Furthermore, you have a very good ability to express yourself verbally and in writing in both Swedish and English.
It is meritorious if you have:
- experience from the Swedish Civil Contingencies Agency in general and from the Department of International Relations, Research and Innovation in particular.
- experience of the Government Offices' work with issues within civil defense.
In all our work, both internally and externally, we must act based on the state values. As all employees and leaders here, you are expected to act based on the Agency's approach.
The approach applies in everyday life, crisis, and war. They should be seen as a whole and build on each other; collaboration-oriented – proactive – action-oriented.

We place great importance on your personal qualities. We are looking for you who are collaboration-oriented, flexible, and development-oriented, and who contribute to a positive work environment.
About the employment
We offer you a permanent full-time position starting with a probationary period and a time-limited management appointment of four years.
Your place of work will be Karlstad or Stockholm at our Tomteboda office. Travel within the employment occurs.
The majority of our positions involve placement in a security class. Swedish citizenship is usually required. In the event of placement in a security class, a security check with register control will be conducted prior to employment according to Chapter 3 of the Security Protection Act. Most employees at the Swedish Civil Contingencies Agency are war-placed.
About us
The unit drives and develops research and innovation, nationally and internationally, to strengthen civil defense. We build strategic partnerships, lead a national innovation program, and provide the Agency's management with strategic support.
