The Swedish Civil Contingencies Agency (MSB) is the leading, guiding, and coordinating authority in civil defence. We ensure that society is prepared for crisis, heightened readiness, and war.

The Agency continues to develop to strengthen civil defence. With the aim of maintaining good readiness and a leadership structure capable of operating sustainably in everyday life, peacetime crises, heightened readiness, and war, all managers must have a deputy manager. The regular manager and the deputy manager work together to create strong and sustainable leadership and control of the operations. The role of deputy manager is a task you undertake alongside your regular duties as a Case Officer.

Your responsibilities and tasks

As a Case Officer, your tasks include among others:

  • contributing to the preparation of materials for international meetings for the Agency's management
  • strategic advice on international issues
  • contributing to the ongoing work of the unit for international relations.

You are expected to adopt an agency-wide perspective when supporting and preparing cases, and to maintain a broad dialogue with operational managers and experts within the Agency, as well as externally with the Government Offices, other actors, countries, and organizations.

As a deputy manager, you are part of the unit's leadership capability and ensure decision-making in the manager's absence. You support the manager in leading the operations, but only take over personnel responsibility and the manager's full authority when the manager is not in service or is prevented from exercising their duties.

The extent of the deputy role is determined in dialogue with the unit manager.

Your knowledge and competencies

We are looking for you who have a higher academic education in political science, crisis management, or other education that the employer finds relevant. You also have:

  • in-depth knowledge of EU, NATO, and international work, security and defence policy, civil defence, and crisis preparedness, including experience from work in Brussels and the Government Offices.
  • very good ability to express yourself orally and in writing in both Swedish and English

It is meritorious if you have:

  • an international network in issues concerning crisis preparedness and civil defence
  • experience from the Swedish Civil Contingencies Agency in general and the Department of International Relations, Research and Innovation in particular.

About the employment

We offer you a permanent full-time position starting with a probationary period and a time-limited management appointment for four years.

Most of our positions involve security clearance. Swedish citizenship is usually required. In the event of security clearance, a security investigation with register check will be conducted before employment according to Chapter 3 of the Security Protection Act. Most employees at the Swedish Civil Contingencies Agency are war-placed.

The Unit for International Relations is part of the Department of International Relations, Research and Innovation, which has an agency-wide mandate to assist with guidance, coordination, and support to the Director General/Agency management as well as other departments in EU, NATO, and international issues, as well as contributing to the development of knowledge and capability through research and innovation.
