Your new job

Höglandets IT is looking for a Business Developer for a central role at the intersection of operations, development, and IT. This is a position for you who are not satisfied with merely describing how things should work, but want to help shape how we actually work, make decisions, and create value in the daily lives of our member municipalities.

Here, you will work closely with operations in municipalities, municipal associations, and municipal companies. You will contribute to capturing, understanding, and translating operational needs into clear foundations for decision-making, prioritization, and implementation. The role also involves contributing to the sustainable management of development initiatives after decisions have been made and implemented.

You will become a key person in strengthening the quality at the beginning of development work, where the right choices make the biggest difference.

As a Business Developer with us, you have a clear mandate: to create structure, direction, and prerequisites for development by working with needs, analyses, working methods, and collaboration in municipal operations.

The focus is on the early phases of development work, while you maintain a holistic perspective on the entire lifecycle, from initiative to implementation and management. You help operations formulate their real needs and create understanding of how these needs connect with existing and future digital prerequisites. You support our operational contacts with methodology, structure, and working methods, and collaborate closely with architects, project managers, and specialists to ensure the right prerequisites are in place for the next step in the development chain.

The role is both operational and strategic, contributing to a correct understanding of operational needs, high-quality decision support, and greater accuracy and impact of development initiatives. The role also entails responsibility for following up on and managing initiatives from a clear holistic perspective over time.

You are part of the unit Project Managers, Operational Contacts, and Business Developers, working closely with both municipal operations and internal functions within Höglandets IT. Duties may vary over time based on operational needs, ongoing initiatives, and organizational development.

About you

We are looking for you who have a university degree in a relevant field or equivalent experience. You have experience in business development, needs capture, and work in early phases. Experience in procurement-related work, such as requirements engineering, as well as project-related work such as formulating business cases, benefit analysis, and benefit realization, is meritorious. Understanding IT and digital development is valuable for the role.

Furthermore, experience in process development and establishing common working methods is meritorious, as is working in collaborative environments between multiple organizations. Experience in capability mapping and working with a holistic perspective on business development is also seen as an advantage. Additionally, experience in managing initiatives or establishing management models is meritorious.

You must also have a good understanding of public sector operations. To function in the role, you must have good communicative skills in Swedish, both oral and written.

We are looking for you who are confident in dialogue with various operations and who have the ability to lead others from quick solution ideas to a shared understanding of needs. You are trust-building, pedagogical, and receptive in your way of collaborating and communicating. You thrive in complex contexts and have both structure and drive in your working methods. You are methodologically strong and structured, yet pragmatic in how you approach different challenges and needs.

You have good analytical skills and are accustomed to working with data and creating decision support. At the same time, you easily see the big picture and understand complex relationships. You are a communicative person who has the ability to create engagement at different levels in the organization. Furthermore, you are driven and responsible, with the ability to work both independently and together with others.

About us

Höglandets IT is part of Höglandsförbundet and is responsible for the development, operation, support, and management of common IT services for the member municipalities of Aneby, Eksjö, Nässjö, Sävsjö, and Vetlanda. Through collaboration, we create better prerequisites for quality, efficiency, and long-term sustainability in the municipalities' operations.

We operate close to operations within, among other things, schools, healthcare and social care, urban planning, culture and leisure, and municipal leadership.

Good to know

Interviews will be held in August.

The job is based in Eksjö; travel within the service may occur between the towns of the High Region. There is an opportunity to work up to 50% remotely.

If you are called for an interview, you must be able to prove your citizenship. You do this by presenting a valid passport or a certificate of residence together with a valid ID document. A certificate of residence can be ordered from the Swedish Tax Agency via "My Pages." If you are a citizen of a country outside the EU/EEA/Switzerland, you must also be able to present a valid residence and/or work permit to work in Sweden. Employment can only take place after the work permit has been checked, in accordance with the Aliens Ordinance.
