The Social Services Administration in Jönköping Municipality has a broad and important societal mandate. We are responsible for operations that make a difference every day for citizens in various life situations – from authority exercises and support measures to care, social services, and social work.

We are now looking for a Development Manager for the Unit for Digital Support and Security, a central staff unit that supports the administration's development through digitalization, information security, and operationally relevant support, as well as coordination between operations, technology, and governance.

On the unit, a dedicated team of 17 employees works in areas such as development, system administration, security, support, and installation. We look forward to welcoming you to us!

Your new job

As a Development Manager, you will play a central role in the long-term development work of the Social Services Administration. You will contribute to developing working methods, processes, and digital support with the goal of strengthening quality, legal certainty, efficiency, and accessibility for residents, citizens, and employees.

The role involves broad work with operational development, process improvement, and coordination, with a particular focus on digitalization. You identify needs, analyze current situations, and turn ideas and assignments into actionable improvements.

You operate in a politically governed organization where development needs to be conducted in a structured, operationally relevant manner, with a good understanding of both legal, organizational, and practical prerequisites. The work is carried out in close collaboration with operations within the Social Services Administration, support functions, and management.

The position is centrally located in the JP House, and you report to the IT and Digitalization Director.

Your competence

Qualifications

We are looking for you who have a relevant university degree or other post-secondary education combined with work experience that the employer considers equivalent. You have several years of experience in qualified development work, process management, change management, and/or project management in a complex organization.

You are accustomed to working close to the operations and have a good understanding of how legislation, legal certainty, quality, information management, and digital solutions affect working methods and the organization. You do not need to be a technical specialist, but you need to have a good understanding of how digital support can be used as an enabler in operational development.

Meritorious experience:

  • Operational or development work within municipal operations, preferably linked to social services, care and elderly care, or other welfare operations.
  • Work close to or within authority exercises, for example as a manager, coordinator, developer, or senior case worker.
  • Change management and introduction of new working methods, processes, or structures.
  • Leading dialogues, workshops, or collaboration forums in cross-professional contexts.

Personal qualities

To succeed in the role, you need to be structured and analytical with a good holistic perspective. You have the ability to delve into complex issues, see connections, and turn needs into concrete activities that create value in the operations. Through an attentive and trust-building working approach, you build good relationships and contribute to effective collaboration.

You are driven and persistent, while also being attentive and unpretentious. You enjoy working both independently and with others, and have the ability to hold together development work from idea and analysis to implementation and follow-up.

You are clear in your communication and express yourself well in Swedish, both orally and in writing.

Good to know

The recruitment is for a permanent full-time position with start date as agreed. Working hours are during daytime, Monday to Friday.
