Do you want to help develop the social services administration of the future? We are now looking for a Project Manager for the project An Accessible Social Services Administration – a three-year project where you will drive change from idea to implementation, focusing on simpler contact channels, more cohesive working methods, and better support for both citizens and operations.
About the assignment
Jönköping Municipality is a large employer with a broad societal mandate and the citizen at the center. The Social Services Administration is facing increased demands for accessibility, coordination, efficiency, and legal certainty. Therefore, we are now seeking a Project Manager for An Accessible Social Services Administration – a project aimed at contributing to simpler contact channels, more cohesive working methods, and better support for both residents and operations.
This is a strategic business development project where digital support will contribute to increased accessibility, clearer working methods, and better coordination. The project has a defined project directive and encompasses organizational, operational, and technical aspects. The project is expected to last for three years.
Your new job
As a Project Manager, you will have overall responsibility for leading, coordinating, and driving the project forward based on the established project directive and decided frameworks. You will play a central role in creating structure, progress, and involvement in a development effort that affects several parts of the social services administration.
The assignment includes, among other things:
- establishing project organization, forums, decision-making paths, and reporting formats
- clarifying roles, responsibilities, dependencies, and resource needs
- planning, leading, and monitoring the project's implementation
- coordinating sub-projects and fostering good collaboration between operations, IT, digitalization, legal, information security, and communications
- developing, anchoring, and monitoring project plans, implementation plans, and decision-making materials
- supporting operations in a step-by-step and learning-oriented introduction of new working methods
- monitoring results, risks, and effects, and proposing adjustments as needed
- contributing to a structured transition from project to long-term administration, coordination, and continued development
The assignment involves both strategic and operational work. You need to be able to hold the big picture together while driving concrete activities forward in collaboration with relevant operations and support functions.
Your qualifications
Qualifications
We are looking for you who have a university degree in a relevant field, or other post-secondary education combined with several years of relevant work experience that the employer assesses as equivalent competence.
You have several years of experience leading projects, change management, or business development in a complex organization, preferably within the public sector.
You have a good understanding of how organization, working methods, and digital solutions influence each other. You do not need to be a technical specialist, but you must be able to coordinate different perspectives and create progress in issues where multiple competencies and interests meet.
It is particularly relevant if you have experience with:
- project management or change management
- business development in a politically governed organization
- digitalization, e-services, or digital contact channels
- working with many stakeholders and cross-functional groups
- developing project plans, risk analyses, implementation plans, and decision-making materials
Experience from social services, healthcare and care, or other welfare activities is meritorious. It is also meritorious if you have experience with development work where legal certainty, information management, and accessibility have been important parts.
Personal qualities
To succeed in the role, you are structured, confident, and have a good ability to build trust. You can switch between strategic issues and practical implementation, and thrive in holding complex contexts together. You communicate clearly in Swedish, both orally and in writing, listen to different perspectives, and have the ability to create involvement even when conditions change. You work solution-oriented, have good collaboration skills, and contribute to moving the work forward with a focus on the next step. We place great emphasis on personal suitability.

Good to know
The position is a full-time project employment for three years. Working hours are during daytime, Monday to Friday.
Selection and interviews take place continuously during the application period.
