The Water Resources Management Department is responsible for ecosystem-based management in freshwater environments, as well as for biodiversity, area protection, coordination of measures, and environmental assessment in freshwater, coastal, and marine environments. We collaborate closely with other departments within the agency and with external actors, with a clear focus on working with a holistic perspective and ecosystem-based management from source to sea.

The Unit for Measure Coordination manages and monitors a large portion of the agency's appropriations for physical environmental measures. We are a team of 14 people who also guide and support, especially the County Administrative Boards, regarding the planning, implementation, and follow-up of environmental measures. Description

The Business Controller position is located within the Unit for Measure Coordination. The unit coordinates the agency's appropriations for physical environmental measures and manages approximately half of them, with the main part distributed as grants to the County Administrative Boards' measure work. We are a team of 14 people who also guide and support, especially the County Administrative Boards, regarding the planning, implementation, and follow-up of environmental measures. As a Business Controller, you provide qualified support in the agency's work with planning, follow-up, and analysis of operations and finance. The role has a special focus on the financing of measures within the marine and water environment sector and contributes to ensuring an efficient and legally secure use of state funds.

You will lead and coordinate processes in an administrative and developmental role. You will work closely with managers and colleagues, and your contribution will be important for creating clarity, simplifying, and quality-assuring the joint work.

Responsibilities

The following areas of responsibility are included in the position:

Economic Steering and Follow-up

  • Contribute to the efficient and correct use of the agency's appropriations for measures in the marine and water environment in accordance with current regulations and decisions.
  • Develop and manage the budget process for the appropriation, forecasting work, and ongoing economic follow-up.
  • Prepare decision support material regarding economic priorities based on the organization's goals.

Analysis and Reporting

  • Coordinate the agency's annual reporting on the use of appropriation 1:11.
  • Compile, analyze, and quality-assure economic documentation.
  • Assist in formulating conditions in grant management and auditing the use of grants.
  • Follow up on and highlight results and employment effects of implemented measures.
  • Contribute to the work with budget documentation, annual reports, and other reporting.

Process Development

  • Develop and streamline working methods within grant and appropriation management.
  • Manage and develop governing and supporting documents, routines, and methods within the unit's areas of responsibility.

Internal Steering and Control

  • Develop the unit's internal steering and control.
  • Ensure quality, transparency, and traceability in economic processes.
  • Identify and manage risks associated with the unit's assignment.

Qualifications

  • University education (at least a Bachelor's degree) in economics, administration, or law.
  • At least 5 years of documented work experience in economic steering, administration, and/or reporting of public funds within similar operations.
  • Good understanding of internal steering and control.
  • Good knowledge of administrative processes and fund management.

  • worked for a few years as a Business Controller

Conditions

The salary range for the position is between 51,000 SEK and 58,000 SEK per month and is based on skill relative to the competence relevant for the position. The employment is permanent and full-time, and probationary employment may apply. Start date as soon as possible after agreement. The starting point is that the work is normally performed at the agency's premises; however, employees may, after agreement with the unit manager, work up to two days of a full-time position or working time equivalent to two days per week remotely.
