We are now taking the next step in the development of the municipality's safety work by establishing our own security unit. Therefore, we are looking for a security strategist with a focus on civil preparedness who wants to help develop and strengthen the municipality's capacity in crisis preparedness and civil defense.

You will work closely with the security manager and security strategist focusing on crime prevention. Although the roles have different main focuses, the broad assignment of the security unit requires close and cohesive collaboration, where you jointly contribute to a robust and sustainable security organization. This means that you are also expected to contribute to tasks related to crime prevention and safety work as needed. As a small municipality, the assignment entails broad responsibilities, where you are expected to switch between strategic development work and more operational support to departments and services.

You have a central role in the municipality's crisis management organization, and the position may involve standby duty (TIB).

Responsibilities

The assignment includes responsibility for:

●      Coordination and development of the municipality's civil preparedness

●      Risk and vulnerability analyses and continuity planning

●      Planning for heightened preparedness and war organization

●      Development, management, and follow-up of plans, routines, and governing documents in the area

●      Training and exercises in crisis preparedness and civil defense for operations, crisis management, and elected officials

●      Reporting and follow-up according to the law (2006:544) on municipalities' actions before and during extraordinary events

●      Collaboration with the County Administrative Board, Collaboration Stockholm Region, and other relevant actors

●      Support to operations in preparedness and continuity issues

●      Contribute to security protection work in close collaboration with the security protection manager

Qualifications

Requirements

●      Post-secondary education that the employer deems relevant for the assignment

●      Documented experience in civil preparedness work

●      Good knowledge of current legislation and national regulations in the area

●      Experience in strategic work, coordination, and follow-up

●      Very good ability to express yourself verbally and in writing in Swedish

Preferred

●      Experience in the public sector

●      Experience in crisis management and work during societal disruptions

●      Experience or knowledge of security protection

●      Experience in crime prevention and safety work

●      Experience in security protection work

To succeed in this role, you need to be analytical, structured, and independent, with the ability to handle complex issues in a changing environment. You have good collaboration skills and contribute to a trusting and engaging collaboration within the security unit and the organization as a whole. The role requires flexibility and the ability to prioritize tasks, where you can switch between operational work in ongoing events and long-term strategic work with plans, goals, and development. You are pedagogical and communicative and can easily adapt your message to different target groups and contexts.

The position is security classified, and Swedish citizenship is required. For employment, a successful security clearance according to security protection legislation is required.
