Procurement Officer with Legal Focus at the National Board of Health and Welfare

The National Board of Health and Welfare is Sweden's expert authority for the health, care, and social services sector. The authority is also sector-responsible and a preparedness authority, working in this role with supply preparedness for, among other things, medicines and other healthcare products. With us, you will have the opportunity to work in many different areas, such as healthcare, social services, IT, and supply preparedness. In your daily work, you will meet and support engaged purchasers with high competence, often experts in their respective fields.

About the Position

The procurement unit is responsible for the authority's advisory services to ensure legal security in the area of procurement and purchasing. We are now recruiting another procurement officer with a legal focus to support and advise the organization in procurement and strategic matters.

In the unit, we have a broad competence in the procurement and purchasing area, including procurement and contract law, security-protected procurement, public access and confidentiality, as well as the business perspective.

We are about to develop our procurement organization, which means that you will contribute to purchasing development and influence how the operations will be conducted in the future.

As a procurement lawyer, you will work together with the other procurement lawyers in the unit to assist other colleagues in the authority with procurement law and contract law support. You will also develop through work by conducting your own complex procurements. You provide support throughout the process and have close collaboration with purchasers and experts. You are responsible for ensuring that procurements are carried out in accordance with procurement legislation.

About You

To succeed in this role, you are analytical and structured and can work independently. You are pedagogical with excellent communication skills, both written and oral. Collaborating and building good relationships internally and externally is important to you. As a procurement lawyer at the National Board of Health and Welfare, you have a supportive and advisory role, and it is therefore important that you have a consultative approach. Objectivity and impartiality are obvious starting points for you.

In the recruitment process, we will place great emphasis on your personal qualities.

We are looking for someone who has

  • a law degree (LL.M)
  • at least 3 years of experience in public procurement and is well acquainted with the entire procurement process
  • very good knowledge of procurement regulations, primarily LOU, and relevant parts of EU law, contract law, as well as public access and confidentiality
  • experience in leading procurement work and establishing commercial agreements.

It is meritorious if you have

  • good theoretical and practical knowledge of security protection legislation and/or data protection
  • worked with security-protected procurements
  • worked with IT procurements
  • experience in supply preparedness work
  • experience and good knowledge of the business perspective in procurements and contracts
  • experience and good knowledge of systematic contract follow-up
  • experience and good knowledge of strategic work and business development in the procurement area.

Good to Know

The employment is a permanent position full-time and begins with a six-month probationary period. You will be based at the office on Västerbroplan in Stockholm, but have the opportunity to work remotely up to 2 days a week. In the spring of 2027, the authority will move to newly renovated premises in Solna strand. Your job title will be Procurement Officer, and your placement will be in the Procurement Unit, Department for Operational Support.

The position is classified in a security class, and a security review with a background check will be conducted before a decision on employment is made. You must be a Swedish citizen, but having a foreign background is welcome.
